Job Appointment: Temporary, full time. This position is funded through 9/30/2024.
Work Schedule: Monday - Friday, 8am-5pm. Alternate schedule may be available.
Work Location: Hybrid.In-person work to be conducted at The Portland Building, 1120 SW 5th Avenue, Portland, OR 97204. Remote work must be performed within Oregon or Washington. For more information, click here.

Position Summary

The Financial Analyst III is a new supervising lead position funded with appropriations approved in the FY 2023-24 Fall BMP. This position is part of the Business Operations Division and is responsible for the budget development, monitoring, reporting and business service provision to Portland Solutions programs. The position will lead budget development and related Council Transition efforts, coordinate service provision with specialized staff for grant activity, procurement and business services to consolidate the Portland Solutions organization as envisioned by the Charter Transition and elected leadership.

This position will be familiar with City budget development processes and practices, familiar with both BFM PCF and SAP HCM data, general personnel processes and actions, as well as project and procurement systems and processes.

Your duties will vary from day to day and will range from routine to difficult and will be creatively challenging.

The Office of Management and Finance is comprised of the bureaus of Human Resources, Revenue and Financial Services, Technology Services, and the Office of the Chief Administrative Officer.

The following minimum qualifications are required for this position:

  1. Experience conducting financial and organizational analysis to make informed and fully formed recommendations.
  2. Experience ensuring financial compliance with statues, rules, ordinances, audit schedules, contracts, memoranda of understanding, grant agreements, and other binding agreements.
  3. Experience providing procurement and accounting direction and support to program staff.
  4. Ability to lead the budget development, monitoring and reporting efforts for an organizational unit operating under Oregon's Local Budget Law, Chapter 294.
  5. Ability to supervise, evaluate, and provide guidance to staff.
  6. Ability to establish and maintain effective working relationships with Bureau/Office management and staff, representatives of other public agencies, the public, and others encountered in the course of work.

Although not required, you may have:
  • Program development, implementation or reorganization
  • Skill in SAP FILO/FM/HCM, BFM, BFM PCF

  • Hiring bureau will review and select candidates to interview.
