The Oklahoma Biotech Startup Programs (OKBIOSTART) Concept Program Manager is a key member of the Tom Love Innovation Hub staff, working closely with the OKBIOSTART Executive Director to plan and execute outreach, training, and mentoring initiatives. The Program Manager will be responsible for a broad spectrum of tasks and projects supporting programs designed to increase Oklahoma’s competitiveness in biotech for early-stage innovators.
The OKBIOSTART Programs will bring together key ecosystem partners across academia, investors, corporate, government, and entrepreneurial support organizations to accelerate innovation, commercialize research, and grow new biotech startups in Central Oklahoma in a repeatable, scalable manner. This Program Manager position will support the creation and implementation of the OKBIOSTART Concept Program. For compelling startup concepts that emerge from the Community, the Concept Program will evaluate market size, industry interest, regulatory outlook, intellectual property position, technical risks, fundability, and path forward. Concept Program participants will receive focused entrepreneurial training leveraging OU’s top ranked business programs and startup expertise across the entire ecosystem.
Primary Roles & Responsibilities:
- Assist with preparation and execution of OKBIOSTART’s programs focused on assessing, training, and developing strategies for biotech innovations across central Oklahoma
- Work across the central Oklahoma biotech community from Norman to Stillwater with key partners such as OU, OUHSC, OSU, OMRF, and Hough Ear Institute.
- Coordinate OKBIOSTART Concept Program due diligence processes in partnership with key organizations across the entrepreneurial ecosystem
- Promote Concept Program and implement processes for application, evaluation, and feedback for applicants.
- Support day-to-day operations in support of OKBIOSTART programs and program participants
- Coordinate entrepreneurial training for Concept participants
- Engage with our statewide and national network of partners to market and execute programs
- In close partnership with ecosystem partners, support analysis and evaluation of biotech innovations and provide recommendations for participation in Launch programs
- Support research and data collection around Concept program
- Develops program goals and objectives
- Performs various duties as needed to successfully fulfill the function of the position
Job Location
Required Education: Bachelors degree AND
- 48 months of program development, program management or related experience
Equivalency/Substitution: Will accept 48 months of related experience in lieu of the Bachelor's degree for a total of 96 months of related experience.

Advertised Physical Requirements:

- Standard Office Environment. Frequent exposure to pressure caused by deadlines and busy periods. May be required to travel. May require contact with other departments and university officials
Departmental Preferences:
- Master's degree or Ph.D.
- 36-48 months experience working with startup companies, universities, entrepreneurial ecosystem partners
- Experience with leading entrepreneurial support programs, technology transition, venture capital, product development, and commercialization
- Biotech startup or support program experience
