GENERAL DESCRIPTION

The Government Relations Division (GRD) serves as the Attorney General’s primary liaison to federal, state, and local governments. This includes legislators and their staff; agency executive directors and their staff; and city and county officials, as well as lobbyists, advocacy groups and other outside groups with a legislative agenda.

The Government Relations Division is seeking a Government Relations Specialist that performs complex (journey-level) legislative and consultative work. Work involves serving as a liaison between a state agency and governmental and legislative entities. This position may provide guidance to others.

The OAG is a dynamic state agency with over 4,000 employees throughout the State of Texas. As the State’s law firm, the OAG provides exemplary legal representation in diverse areas of law. ESSENTIAL POSITION FUNCTIONS
Participates in agency activities related to the legislative session. Attends legislative hearings and meetings with legislators, legislative staff and other legislative liaisons
Coordinates responses to legislative inquires, and reviews and edits legislative correspondence
Coordinates agency interaction and testimony before legislative committees
Effectively communicates agency policies and procedures to elected officials, staff, and other state agency personnel in a prompt and professional manner
Monitors standing, interim, and special committee schedules and agendas, and communicates relevant information to agency management; prepares reports and summaries of meetings and hearings
Assists with preparing reports on newly enacted laws and pending state and federal legislation
Assists in drafting bills and amendments for legislative consideration
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity


Qualifications


MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university
Experience working one legislative session on an elected official’s staff, performing legislative research, communicating legislative analysis, legislative monitoring, or closely related activities.
Strong knowledge of Texas’ legislative process, including the appropriations process, and agency rulemakings
Strong knowledge of Microsoft Word, Microsoft Office, and Texas Legislative Service Software
Extensive skill in exercising sound judgment in the release of information
Extensive skill using a personal computer for word-processing and data entry/retrieval
Skill in effective oral and written communication
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to work more than 40 hours as needed and in compliance with the FLSA

PREFERRED QUALIFICATIONS
Experience working two legislative sessions on an elected official’s staff, performing legislative research, communicating legislative analysis, legislative monitoring, or closely related activities.
