General description

 

 

The Property Tax Assistance Division (PTAD) provides technical assistance to local governments and taxpayers on property tax issues but does not grant jurisdiction to intervene in local tax matters. PTAD is split into four areas, allowing the Division to offer technical assistance and implement statutory requirements in many innovative ways.  The areas are outreach and support, education and communications, field appraisals, and data analysis.   Apply to become a part of this great innovative Division.   For more information about this Division go to https://comptroller.texas.gov/taxes/property-tax/about.php.

 

This critical position involves planning, developing, evaluating, and implementing computer-based and interactive e-learning training modules for use by the agency, public, and property tax industry.  If you have necessary experience to perform these tasks, you are encouraged to apply for this position. 

 

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

 

Minimum Experience:

        Graduation from an accredited four-year college or university with a bachelor's degree.

        Three (3) years of experience designing, developing and presenting computer-based or interactive e-learning training.

        Three (3) years of experience providing customer service and research.

        Experience working with Learning Management Systems.

        Experience writing and editing public information and communications.

 

 

Preferred Experience:

        Graduation from an accredited college or university with a Bachelor's degree in instructional design, information technology, communication, human resources, organizational development, education, or a related field.

        Experience reviewing and/or developing educational or training materials for large audiences.

        Experience in government in a state agency, local government entity or legislative office.

        Experience reviewing and monitoring legislation.

        Experience in the Texas Property Tax System.

        Experience with eLearning creation tools such as Articulate Rise, Articulate 360 Storyline, Adobe Captivate, etc. and other software programs (such as Microsoft Office - Word, Excel, PowerPoint, Outlook; Adobe Acrobat, Webex Webinars, etc.).

        Experience with InDesign and accessibility requirements

 

 

Substitution:

One (1) additional year of full-time minimum experience  of providing customer service and research above may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years).

 

 

In this role you will:

 

 

        Coordinate and collaborate with staff on the design, deployment, and delivery of training content for property tax professionals, division staff and other external customers through webinars, podcasts, computer-based and e-learning training. Presents education training to internal and external customers. 

        Manage projects including timelines, content development, audio, and video recording, writing user interface, developing assessments, and creating web animation to achieve the desired outcome. Analyze content to ensure compliance with all state and federal laws regarding accessibility, recommends changes to make content accessible, and remediates accessibility issues. Track and maintain current and historical revisions of content. Coordinates timely updates, including legislative implementations, with subject matter experts. 

        Create course SCORM packages to upload and publish in the LMS. Plans and configures online course settings, modules, assignments, tests and course certificates. Coordinates updates and system changes with LMS contractors, internal subject matter experts, IT and contract management. Provide technical assistance and user account support. Generate learning activity and user reports. Analyze learner feedback and reporting trends to pinpoint areas of improvement and suggest modifications to optimize the system.

        Maintain a working knowledge of Property Tax laws, rules, and data including e-learning training methods and trends. Conduct interviews, researches sources, and ensures the completeness and accuracy of the printed and online materials. Completes all required property tax training.

        Assist with development of division publications, forms, one-pagers, and other informational materials.
