Network Engineers at Arapahoe County perform and provide support for a variety of network associated technologies. For this position, we are seeking a network administration/engineer who has solid VoIP infrastructure administration experience with Cisco Call Manager, Unity, and Contact Center Express. The ideal candidate will also have experience with cloud-hosted enterprise telephony and contact center platforms or with UCaaS solution providers such as MS365/Teams, WebEx, Zoom, Ring Central, 8x8, or others.
In addition to the VoIP-centric focus for this role, the Network Engineer will perform a wide range of highly technical duties that includes, but is not limited to, implementing, configuring, maintaining, and supporting the operations of the network core, distribution, access, WAN and edge layer routers, virtual private and public cloud networks, next generation firewalls, wireless networks, and related services for 7x24 availability. The Network Engineer also supports security frameworks and controls to comply with CJIS, HIPAA, and PII requirements, manages voice systems, network connectivity between locations, and uses enterprise network management tools and platforms.
For recruitment purposes, this job opening is being posted as a Network Engineer or Senior Network Engineer. Candidates will be considered for the highest level for which they qualify. The salary range for a Network Engineer is $76,820 to $122,711, and for a Senior Network Engineer is $92,952 to $148,481. The anticipated hiring range for each level is around the midpoint of the range for well-qualified applicants.
Duties
  • Performs a variety of advanced technical duties and functions to plan, design, configure, implement, maintain, and support the County's data and voice network infrastructure and associated network services.
  • Configures and installs various network devices and services (e.g., routers, switches, wireless devices, VPN, firewalls, QoS, SNMP, VoIP phones, routing and switching protocols) that support and provide County services to internal and external customers.
  • Performs architectural design and technical road mapping for the data and voice network infrastructure and associated services.
  • Performs Tier 1 through Tier 3 technical support and troubleshooting of the data and voice network infrastructure to identify and resolve the root cause of failure or fault.
  • Travels to various County facilities or locations to work on, support, install, or replace data and voice network equipment.
  • Performs network and VoIP systems maintenance and upgrades including operating system upgrades, patches, hot fixes and security configurations to minimize security vulnerabilities and reliability issues resulting from defective or outdated code.
  • Applies and enforces County security policies, standards, and controls to secure network infrastructure from unauthorized access or usage.
  • Works within established configuration and change management policy to ensure awareness, approval and success of changes made to the network infrastructure.
Technical Skills, Abilities and Competencies:
  • First-hand administration experience with Cisco Call Manager, Unity, Cisco Contact Center Express, and VoIP related hardware, software, and communication services technology.
  • Experience with Cisco Meraki network equipment configuring, installing, troubleshooting, and supporting switches, MX appliances, routers, and wireless network hardware.
  • Designing, implementing, and managing ACLs, VLANs, and routing on Cisco and Meraki equipment.
  • Knowledge of state-of-the-art data and voice network technologies and the ability to incorporate new concepts into the planning and implementation processes for the data and voice environment.
  • Experience with structured cable management, knowledge of Layer 1 concepts, technologies, media types and interfaces, and ability to use cable and wireless network testing tools.

  • Ability to establish and maintain effective and professional working relationships with superiors, fellow workers, customers, and vendor representatives.
  • Strong oral and written communication skills. Written skills include the ability to write technical documentation for fellow team members. Oral network skills include ability to communicate network processes to a variety of audiences.

Specific Requirements
  • Experience configuring and supporting Cisco voice gateways, Cisco Unified Border Element routers, demonstrated ability to configure and troubleshoot VoIP related protocols and services, and performing day-to-day administration of a voice infrastructure platform including moves, adds, and changes.
  • Technical knowledge of Layer 3 network switching and routing concepts and devices, next generation firewalls, IP addressing and subnetting, TCP/IP, DNS, VoIP, and use of diagnostic tools such as Wireshark.
  • Requires working knowledge of:
    1. VoIP protocols: SIP, H.323, MGCP, SCCP
    2. Network protocols: TCP/IP, QoS/CoS, IPSec, SSL, SNMP, multicast, Netflow/NBAR, OSPF, BGP routing protocols
    3. VLANs, VLAN Trunking Protocol, Spanning Tree Protocol, and link aggregation and segmentation concepts and technologies.
  • Ability to create network diagrams, understand architectural drawings, develop project plans, and lead network installations or upgrade projects.

Education and Experience
  • Bachelor's Degree in computer networking or related field.
  • Network Engineer: At least 2-6 years of relevant experience
  • Senior Network Engineer: At least 7 years of relevant experience
  • Any equivalent combination of education and work experience that satisfy the requirements of the job may be considered.

Supplemental Information
Pre-Employment Additional Requirements:
  • Pre-employment testing includes an acceptable current motor vehicle check and background check.
  • Possession of a valid Colorado Driver's License or the ability to obtain one within two weeks of appointment.

Post-Employment Requirements:
  • Will also require post-hire fingerprinting, a CBI background check and successfully completing bi-annual Colorado Justice Information System training.
  • Position is deemed essential and incumbents must be available for winter storm emergencies.
  • Must be available to work on an on-call on a rotational basis requiring evenings, holidays and weekends.
  • Must be able to work nights and weekends as business needs dictate.
  • Work locations and facilities are subject to change based on business need.
