INTRODUCTION:

This position performs a variety of complex management and administrative functions, in addition to specialized technical and skilled tasks. Primary responsibility is the management, budget control, and assessment and enhancement of all Tribal Natural Resources programs including, but not limited to, Forestry, Fish and Wildlife, Environmental Protection, Realty, and Aquatics.


This position also serves as the Tribe’s Forest Manager and Silviculturist, with direct responsibility for overseeing the following: preparation and administration of the Tribal Forest Management Plan, preparation and sale of Tribal timber, preparation of environmental compliance documents, timber sale and permit administration, and project layout and quality control for reforestation, forest development and other silvicultural projects.



DUTIES:

Administrative:

  • Responsible for Natural Resources program planning, budget formulation, execution, monitoring, and evaluation.
  • Act as chief advisor to the Chief Executive Officer and Tribal Council regarding Natural Resources programs and issues.
  • Serve as Staff Representative to the Natural Resources Committee, including responsibility for preparation (in conjunction with committee chair) of meeting agenda and meeting minutes.
  • Serve as liaison with outside peer organizations and agencies to promote awareness of Tribal Natural Resources rights, interests, and needs. Includes membership in and/or attendance at meetings of tribal, state, regional, and national organizations and agencies.
  • Keep abreast of, analyze impacts of, and recommend action regarding legislation, regulations, and policies that govern and/or effect Natural Resources programs and projects of interest to the Tribe.
  • Supervise Natural Resources staff, including development of work plans, assignment of projects, identification of staff development activities, addressing of grievances, and evaluation of performance.
  • Serve as a member of Core Management Team. Act as Chief Executive Officer as needed.


Forest Manager:

  • Responsible for administration of the Forestry program on the Siletz Indian Reservation, including oversight of the following:
  • Development of the Forest Management Plan for the Siletz Reservation and development and implementation of a forest inventory system for the Reservation.
  • Forest presales activities, including: feasibility, design and layout of complex timber sale logging systems; location, design, and layout of timber sale logging roads; design, implementation and processing of timber cruises; appraisal of timber for sale; preparation of environmental compliance documents; preparation of timber sale contracts, Forest Officer’s Reports, prospectuses and advertisements; preparation of road licensing and right-of-way agreements.
  • Timber sale administration activities, including: logging operation inspections to determine compliance with timber sale contracts and timber cutting permits; monitoring of log accountability and maintenance of log scale records for all timber cut on the Siletz Reservation; evaluation and scheduling of road maintenance activities.
  • Prepares the Forestry and Forest Management Deductions annual budgets and work plans.


Silviculturist:

Oversees all silviculture and forest development activities including:

  • Formulates silviculture prescriptions for all logging and stand conversion units, all forest development projects, and all plantation maintenance projects.
  • Coordinates, plans, documents, and oversees the completion of stand examinations and stocking surveys.
  • Coordinates reforestation and plantation maintenance activities, including: seed and seedling acquisition, transportation and storage, planting, interplanting, slashing, firetrailing, animal damage prevention and control, vegetation management, prescribed burning, and pre-commercial thinning.
  • Maintains silvicultural records for all units.
  • Develops environmental assessments for all silviculture and forest development projects not covered by timber sale environmental assessments.
  • Performs other duties as assigned by Supervisor.


SUPERVISORY RESPONSIBILITIES:

  • Carries out supervisory responsibilities in accordance with the Tribe’s policies and applicable laws. Responsibilities include interviewing, recommendation for hiring and dismissing employees, training employees, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.
  • Duties also include establishing and staying within budgets, monitoring cuff accounts, preparing budget reconciliations, setting program priorities, performing program audits, and addressing staffing and program compliance issues.


Requirements:

REQUIREMENTS:

Bachelor of Science degree in Forest Management, Forest Science or Forest Engineering and five years experience in the practice of forestry.


Knowledge of:

  • Western Oregon silviculture, including silvics, dendrology, reforestation, timber stand improvement, prescribed burning, vegetation management and forest economics.
  • Appraisal of timber for sale.
  • Cable, ground based, and aerial logging systems design for timber sales, including logging road design and layout.
  • West-side timber cruising, including identification and assessment of tree defects and diseases.
  • Contract administration, including timber sale and silvicultural contracts.
  • Preparation of environmental compliance documents, including a thorough understanding of the National Environmental Policy Act (NEPA) and its procedural requirements.
  • Current principles, practices and techniques of western Oregon forestry.
  • Practical experience with program management, including planning, budgeting, monitoring and evaluation.
  • Supervision of a diverse group of people working on a wide variety of projects.


Experience in:

  • Computer applications including spreadsheet, database, and word processing software.
  • Technical writing and editing skills with the ability to apply those skills to a wide variety of projects.


Ability to:

  • Ascend and descend steep slopes; be willing to work in heavy brush, inclement weather and smoky conditions in all seasons of the year.
  • Communicate effectively, both orally and in writing, with a wide variety of people, including subordinates, other supervisors and managers, Tribal Council and committees, clients, outside agencies and organizations, and the general public.
  • Establish and maintain effective interpersonal relationships, both within and outside the Tribal organization.
  • Plan, direct, control, and coordinate work and workers in situations where numerous diverse demands are involved.
  • Prepare, administer, and track a variety of governmental, grant and other budgets, and provide guidance in the same to others.
  • Use good judgment in exercising independent action.
  • Work independently toward broad objectives and be self-motivated to accomplish them.

  • Be in good physical condition;
  • Must possess a valid Oregon State driver's license, insurance and be eligible to drive a GSA vehicle.
