Cartographer (State Gis Specialist)

You will serve as the state Geographic Information System (GIS) manager providing technical leadership, and technology development, transfer, and support, in GIS, Global Positioning systems (GPS), remote sensing, spatial analysis, elevation program and geospatial database management (both spatial and tubular) to ensure effective deployment and utilization throughout the state.Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time-in-grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g., one year at the GS-09 grade level for consideration for the GS-11 grade level; one year at the GS-11 grade level for consideration for the GS-12 level).
Basic Education Requirement:

• Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). or
• Combination of Education and Experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
To qualify for the GS-11 level
Specialized Experience: You must have at least one full-time year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include:

• Keeping abreast of Geographic Information System (GIS) technology.
• Recommending and implementing GIS projects.
• Disseminating spatial and tabular data digital layers to other offices.
• Drafting and using maps.

OR
Substitution of education in lieu of specialized experience: You must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. The degree can be in a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). Combination of Education and Experience: You must have a combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. To qualify for the GS-12 level
Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include:

• Providing technical leadership in Geographic Information System (GIS) products and services in support of programs, activities, and products.
• Developing and coordinating GIS projects.
• Providing technical guidance and assistance on remote sensing technologies (e.g., Land Satellites (LANSAT), Satellite Pour/Observation de la Terre (SPOT), National High-Altitude Photography (NHAP), National Agricultural Imagery Program (NAIP), or Light Detection and Ranging (LIDAR)).
• Providing leadership and guidance in the collection, maintenance, and storage of spatial and tabular data.
