Description
Responsible for directing all aspects of the day-to-day operation of the Native American Student Support and Success Program in accord with the goals of the college, and the needs of the District's Native American student community. This position is grant funded and is contingent on categorical funding.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from an assigned senior level management. Exercise technical and operational oversight of support staff and/or student workers.
Responsibilities and Duties
- Advise the District on issues, needed resources, and programs related to Native American students, faculty, staff, and their associated communities by serving as liaison and thereby promoting enhanced relations between Native American tribes, bands, nations, and ommunities, regardless of organizational or governmental structure or Federal recognition status. Particular attention will be given to such communities within San Joaquin County and the greater San Joaquin Delta College District with the intent to; provide outreach and retention of Native American students.
- Perform a variety of complex, technical, and responsible administrative activities in support of the Native American Academy.
- Participate in the development and implementation of policies and procedures as related to the program's operations and administrative.
- Coordinate day-to-day operations and most aspects of the Native American Student Support and Success Program (NASSSP).
- Train and assist NASSSP staff in producing accurate record keeping for NASSSP participants by maintaining accurate databases.
- Produce complex correspondence, letters, memos, spreadsheet reports, and presentations, using a wide variety of software applications and techniques.
- Serve as the NASSSP liaison between the District and other school districts.
- Coordinate meetings between the District Deans and NASSSP participants within service area schools.
- Attend and participate in a variety of professional meetings by performing research, compiling information, preparing agendas, and recording minutes, as necessary.
- Oversee the development and creation of NASSSP related marketing on campus and within Native American communities to increase enrollment in the Native American Student Achievement program.
- Support the senior level manager in the preparation, development, and maintenance of the NASSSP budget by analyzing and summarizing budget expenditures and processing and monitoring related financial transactions.
- Manage annual inventory of the assigned area equipment and supplies.
- Coordinate with Information Technology regarding the NASSSP's computer and technology requirements and repairs.
- Coordinate and organize NASSSP events and activities by planning and overseeing related operations, staffing, and evaluations, as required.
- Verify work assigned to student employees for accuracy, methods, and compliance.
- Perform other related duties.
Qualifications
Knowledge of:
- Leadership skills must include a proactive approach to supporting personnel, efficiency in regard NASSSP issues and concerns both on and off campus
- Understand scope of authority in when making independent decisions
- Organization and management practices as applied to the development, analysis, and evaluation of programs and operational needs of the NASSSP program
- Administrative principles and practices of goal setting, program development, implementation, evaluation, project management, record keeping and database management
- Effective communication using oral, written, and visual mediums to support a diverse age group and constituency
- Research, report preparation and writing methods, as well as principles of business letter writing using proper language usage, spelling, grammar, and punctuation
- Office procedures, methods, and equipment including computer processes, word processing software, spreadsheets, presentation software, and database software
- Principles and practices of training staff in work procedures, employee supervision, including work planning, assignment, review and evaluation
- Pertinent Sovereign Nations' governments, Tribal law, and Federal, State, and local codes, laws, and regulations
- Effectively work alone, within a team, and as a leader to attain goals
- Analyze situations and use fact-based judgment and logic when creating and implementing solutions
- Work with confidential information and sensitive issues using tact and discretion; maintain confidentiality
- Communicate clearly and concisely in both oral and written forms
- Evaluate and develop improvements in operations, procedures, policies, or methods
- Maintain a variety of manual files, computerized records, and databases
- Organize and schedule work to maximize efficiency
- Train faculty and staff on new policies, procedures, and software
- Lead and oversee student workers and assigned staff
- Provide a high level of customer service by effectively dealing with the public, vendors, students, service area school staff, and Native American individuals of various ages, disabilities, socio-economic and ethnic groups
- Independently prepare concise reports, correspondence and other written materials while maintaining accurate and complete records and documentation
- Maintain a calendar of activities; schedule meetings appropriately
- Operate office equipment including computers, scanners, printers, and copiers
- Establish and maintain effective working relationships
- Maintain relationships with various populations and adapt to change
- Support the District in achieving its mission, vision, and strategic goals as appropriate in carrying out the duties of this position with a focus on student success, service excellence, and willingness to assist colleagues as needed
- Demonstrate sensitivity and understanding of the diverse academic, socioeconomic, cultural, linguistic, ethnicity, and disabilities of community college students and staff
Education
Bachelor's degree from an accredited college or university with major coursework in Native American Studies, public administration, education, outreach, marketing, communications, or related field.
Experience
Three (3) years of experience in grant operations or managing categorically funded programs and at least one (1) year of leadership or supervisory experience.
License/Certificate
A valid Class "C: California Drivers' License
