Pacific Northwest National Laboratory (PNNL) is seeking a National Security Specialist to support the DOE Cybersecurity, Energy Security, and Emergency Response program. CESER’s mission is to strengthen the security and resilience of the U.S. energy sector from cyber, physical, and climate-based risks and disruptions. The Office of Cybersecurity, Energy Security, and Emergency Response (CESER) addresses the emerging threats of tomorrow while protecting the reliable flow of energy to Americans today by improving energy infrastructure security and supporting the Department of Energy’s (DOE) National Security mission. CESER’s focus is preparedness and response activities to natural and man-made threats, ensuring a stronger, more prosperous, and secure future for the Nation.

CESER is tactically and strategically addressing the increased frequency and sophistication of cyber and physical security threats. CESER is furthering the Department’s long history of investing in research and development (R&D) by industry and the National Labs of the next generation of advanced technologies. CESER leverages the National Labs to test components and configurations based on feedback from industry. Continuous monitoring tools and capabilities for information systems and control networks and identifying best practices are also vital and supported by efforts such as CESER’s Cybersecurity Risk Information Sharing Program.

Responsibilities:
This position will directly contribute to the CESER team for physical security from a technical perspective in the development and execution of the portfolio’s scope. This position will also be expected to execute some project management duties as assigned. This position will be expected to develop and maintain relationships at the highest levels across multiple organizations/agencies and leverage those relationships to further PNNL’s reputation as a laboratory of choice for physical security, terrorist, and Domestic Violent Extrement expertise. In addition, this position will be required to communicate with stakeholders from Local, State, and Federal response entities and law enforcement agencies. This position requires a strong ability to collaborate with others, both inside and outside of PNNL.

Primary duties include, but are not limited to:
  • Technical oversight of physical/human security scope within the DOE CESER PNNL R&D Portfolio
  • Leading the design, execution, and sustainment of Law Enforcement Agencies (LEA) training and curriculum programs, exercises, and technology deployment efforts
  • Authoring technical statements of work (SOWs), technical evaluations (TEs), deployment enabling tools, white papers, and other documents in support of the CESER physical security mission
  • Reviewing contractor technical deliverables and submitting feedback
  • Leading calls, trips, and other on-site/virtual engagements (e.g., technology deployments, workshops, training events, etc.)
  • Developing and consulting on best practices for physical security research, development, exercises, and training.
  • Providing subject matter expertise to the lab on physical security, terrorism, and domestic violent extremist as related to energy delivery and security.
Provide technical expertise in the development, operation and implementation of security systems, operational security, nuclear material safeguards, vulnerability assessments, risk analysis, security policy, and critical infrastructure protection. Apply specialized knowledge of equipment and technologies deployed for physical security, WMD counter-proliferation, and interdiction operations. Develop and implement training, exercises, procedures, logistics strategies, concept of operations, planning, and assessment techniques and tools associated with the deployment, operation, maintenance, and sustainability of these systems. Conduct assessments, evaluations and analysis of these systems to support troubleshooting, forecast reliability and sustainability challenges, and identify opportunities for technological or operational enhancements. Utilize breadth and depth of knowledge related to national and international safeguards and security policies and guidelines in the development and implementation of security strategies. Areas of emphasis include program planning and management, system design and analysis, tactics and training, requirements definition, and operational sustainability. Serve as a technical subject matter expert for procurement, installation and maintenance of integrated systems, including identification of R&D opportunities associated with next generation security systems, counter-proliferation and interdiction technologies. Communicate with a wide range of federal, state, and local authorities regarding policies, requirements, and conduct of operations both domestically and internationally.
Qualifications:
Minimum Qualifications:
  • BS/BA and 9 years of relevant experience -OR-
  • MS/MA or higher and 7 years of relevant experience -OR-
  • AA and 18 years of relevant experience -OR-
  • HS/GED and 20 years of relevant experience
  • Qualifying experience in the following areas will be counted: Department of Energy, Department of Defense, Homeland Security, intelligence community or military that supports National Security or radiation detection/protection operations
Preferred Qualifications:
  • Knowledge of the National Law Enforcement and National Security landscape, for physical and human security
  • Knowledge of cybersecurity and cloud-based applications
  • Experience in law enforcement planning and preparing for emergency response, domestic incidents, and attacks
  • Experience as a trainer/instructor
  • Experience collaborating across USG, and government/ industry engagements
  • Experience presenting, and writing risk assessment/consequence analysis work products, for physical and human security
  • Experience with interNational Security as it related to physical & personal security, and terrorism
  • Experience with counterterrorism as it applies to energy delivery systems and critical infrastructure
  • Experience with intelligence collection and operations as it will apply to National Security for energy delivery
  • Experience with forensic analysis tools/techniques/processes/capabilities as it pertains to the solving of criminal/extremist/terrorist acts vandalism and/or sabotage directed at energy critical infrastructure facilities or systems
Hazardous Working Conditions/Environment:
  • This position will require modest domestic travel (~1x per month).
Additional Information:
This position requires the ability to obtain and maintain a federal security clearance.

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.
Testing Designated Position (TDP):
This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
