Job description

This position ensures that the Minneapolis Police Department is compliant with requirements mandating the retrieving, inventorying, testing, tracking and notification regarding current and backlogged Sexual Assault Kits.

Work Location - This position currently works on-site only.
  • Conduct daily case review to determine if a Sexual Assault Examination was completed and update each case in the respective Smart Sheet.
  • Add cases and details for cases in the Smart Sheet for all investigative units which have a SAE kit.
  • Regularly check voicemail messages left at the general Sex Crimes number and resolve the needs of the caller by either contacting the caller and gathering additional information and/or assigning duties to an investigator or advocates.
  • Communicate with hospital staff to ensure that kits have corresponding reports and notifications are made for pickup as well as coordinate designated staff for pickup.
  • Conduct weekly audits on all SAE kits in the Smart Sheet to ensure all kits are within the statutory requirements for pickup and BCA submission
  • Ensure all evidence is collected by our Property and Evidence Unit within the 10-day statutory requirement and update the pickup list daily with new cases and evidence collection.
  • Submit all SAE kits and other evidence for current cases within 60 days of exam.
  • Review all BCA Lab Reports received from the BCA and record a summary into the Smartsheet.
  • Ensure that communications within and outside the department, through nursing staff and the advocate adhere to data privacy rules as well serve the needs of the victim when the victim requests it.
  • Communicate with the embedded SA advocate in regard to results of unassigned cases and additional information requested from victim/ survivors.
  • Ensure that paperwork is completed for the Property and Evidence Unit pick up and confirm with program lead, hospital, or medical center that examination is ready for pickup.
  • Coordinate requests for data processing with the Records Unit supervisor and in order to ensure proper follow-up on cases, liaison with the Records Unit supervisor via regularly scheduled meetings.
  • Submit backlogged kits covered under the two SAKI grants and log information and summaries from those cases into the Smartsheets.
  • Alerts MPD and HCAO of identifications made from DNA hits from SAE kits from back logged cases and any potential serial cases.
  • Upload evidence submission and HART/ SANE reports into cases into PIMS.

WORKING CONDITIONS: Normal Office with some travel required.

MINIMUM EDUCATION
AA degree in Criminal Justice or Law Enforcement or related or equivalent.
MINIMUM EXPERIENCE
Two years of work experience requiring reading comprehension and communication skills. Two years of Criminal Justice or law enforcement office experience is preferred.
EQUIVALENCY STATEMENT
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
LICENSES/CERTIFICATIONS
Valid MN Driver's License

SELECTION PROCESS
The selection process will consist of a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
BACKGROUND CHECK
The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.
DRUG AND ALCOHOL TESTING
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.
ELIGIBLE LIST STATEMENT
The names of applicants who meet minimum qualifications and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three months after it has been established.
INTERVIEW SELECTION
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

  • Writing and reading comprehension skills to read police reports and summarize them.
  • Ability to create and maintain multiple databases including, but not limited to Google Documents and Smart Sheets as well as complete additional paperwork in Word documents.
  • Leadership skills and the ability to manage multiple complex projects and activities.
  • Excellent communication skills to work with the Hennepin County Attorney's Office, hospital staff, from all over Minnesota, Advocates, technicians and scientists from the BCA, and police officers from multiple police departments.
  • Understanding of data privacy laws related to victim information release.
