Summary This position is located within the Engineering service of the Brooklyn VA Medical Center and the incumbent will perform a variety of Motor Vehicle Operator related duties. Responsibilities Major duties include but are not limited to; Operates a gasoline operated 5-ton truck equipped with a hydraulic tail gate lift, five (5) forward speeds and one reverse, for transportation of supplies, medical equipment, beneficiary beds, bulk patient medical records, furniture and various other forms of Freight as scheduled within the Harbor Operations. As required, drives a variety of cars, station wagons, vans and other vehicles to transport patients and/or personnel. Assists patients into vehicle and aids where necessary to secure them for safe transport. Loads and unloads truck, insuring proper distribution of weight and secures load for safe transport. Cleans and washes any vehicle in the Fleet as required. Performs daily ICC check of vehicle operation, checks all equipment such as lights, dash indicators, tires, brakes, battery, gas oil, radiator water level, air pressure, cracks in chassis, etc. Completes trip tickets and vehicle log book noting mileage, number of passengers, number of runs, number of items approved, for pick up or delivery by the Engineering Office, etc. Completes Motor Vehicle accident report forms in the event of an accident. In addition to Driving Duties, Performs all duties assigned by Motor Pool Supervisor related to Roads and Grounds such as Trash Pickup inclusive of items discarded on the roadways, lawns and Garbage cans Station wide. Ancillary duties such as those stated are normally done during rotation periods whereby a Driver is assigned to Garage Duty rather than Driving. Knowledge for operating a vehicle with several forward and reverse speeds and hydraulic lift tail gate, etc. Skills in driving large vehicles through extremely congested areas, over roads and streets involving a variety of traffic conditions. Skill in handling of vehicle controls, judging clearances, braking distances, watching for reckless pedestrians, etc. Knowledge and skill in loading and unloading truck cargo for secure and safe transport. Driver must be capable of routing vehicle using GPS with the understanding that routing eliminates potential vehicle damage and personnel emergencies related to bridges, construction and anything else related to DRIVER safety. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligible candidates are then rated against the remainder of the Job Elements: Drive Safely Interpret Instructions, Specifications (mobile equipment operations) Motor Vehicles Reliability And Dependability Work Practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Selective Placement Factor - To be eligible for the position candidates must posses a valid state-issued Class B Commercial Driver's License (CDL) with air brake endorsement. Physical Requirements/Working Conditions: This position requires heavy physical work in the lifting, pushing and pulling, while hooking equipment to tractor. Moderate physical effort is required to turn large vehicles such as a 17-1/2 ton trash truck with a load capacity of 20 yards and stake body truck, The driver is required to work outside and is exposed to bad weather conditions. Operator drives in all types of traffic and weather and is exposed. Education There are no education requirements for this position. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
