POSITION TITLE:Mobilization Program Manager

SUPERVISOR: Vice President of Campaigns

LOCATION: Washington, DC/Remote

TRAVEL:Moderate


POSITION SUMMARY

The Mobilization Program Manager will report directly to the National Mobilization Director and work in conjunction with NAACP national, state, and local leadership and national staff to design and build Mobilization Programs and training, along with managing and executing direct voter contact programs that include: voter registration and other forms of direct voter contact programs (Relational Organizing, Volunteer Recruitment & GOTV).

The position is responsible for supporting the National Mobilization Director in implementing NAACP priority and electoral campaigns through mobilization efforts and expanding the NAACP field volunteer program. The Mobilization Program Manager will also help facilitate a process that builds, trains, and supports state and local unit volunteers who are empowered to lead state and local-level programs.


RESPONSIBILITIES/DUTIES

  • Develops & coordinates local and national training and programs in collaboration with National Mobilization Director and staff;
  • Manages and tracks program metrics and outcomes from within mobilization, advocacy, and electoral campaigns;
  • Supports the Director with special project deadlines and inter-departmental projects;
  • Manages high-level administrative workflow of the National Mobilization Director;
  • Proficiency with NGP-VAN (Voter Activation Network) and other platforms/tools for civic engagement and direct voter contact;
  • Support the Mobilization Director in designing and standardizing best practices for data management using the organization’s voter file software (NAACP VAN), Vote.Org, SMS/Text Platforms, and other technologies for mobilization and program efforts across NAACP Units & partners;
  • Assist with facilitating the development and management of relationships with strategic partner organizations;
  • Collaborates with other department Program Managers and/or Program Coordinators to facilitate training programs, facilitates coordination and information sharing between partners and allies, achieves program deliverables, and advances NAACP interests and priorities;
  • Operationalizes an innovative direct voter contact program for state-based community partners that reflects the strategy to win on core issues and civic engagement priorities;
  • Innovates new approaches to engage diverse constituencies and execute those approaches effectively;
  • Sets meet, and exceeds benchmarks for voter registration, voter contact, grassroots engagement, and GOTV;
  • Establishes a strong professional culture within the field organization focused on accountability, specific goals, innovation, and a sense of purpose;
  • Assist with managing State Coordinators and volunteers as needed to achieve program objectives; and
  • Performs other duties and responsibilities as designated by the Campaigns Department.


QUALIFICATIONS

The ideal candidate for this position will possess many, if not all, of the following professional qualifications, competencies, and personal qualities:

  • Bachelor’s degree in a relevant or equivalent experience preferred;
  • Minimum of three to five years experience in program/project management or related field; experience in non-profit, policy, advocacy, or other civil rights organizations preferred;
  • Leadership experiences include being in a high-level political position of another major not-for-profit organization, labor or political organization, senior-level government position, or civic engagement campaign consultant. It is imperative, wherever experience has been gained, the Program Manager possesses the leadership and motivational skills to unite the organization to achieve a comprehensive set of political objectives;
  • Demonstrated experience leading small- and large-scale projects;
  • Experience in a fast-paced, highly dynamic, evolving organization and work environment in a national, academic, or nonprofit organization program management position;
  • Experience developing and implementing candidate, issue, and/or legislative campaigns;
  • Experience working collaboratively with community groups and allied organizations;
  • Experience in developing political and legislative training programs;
  • Proficiency with NGP-VAN (Voter Activation Network) and other platforms/tools for civic engagement & direct voter contact;
  • Effective communication skills, including exceptional written and verbal skills, excellent people skills, and strong relationship-building skills with an ability to collaborate with a variety of internal and external stakeholders;
  • Knowledge and experience in user research, targeting, direct mail, and opposition research;
  • Strong execution, analytical and organizational skills and demonstrated experience in prioritizing and executing multiple priorities, programs, and projects seamlessly with excellent attention to detail;
  • Demonstrated proactive problem-solving skills with strong decision-making capability;
  • Work effectively both independently as well as in a team-oriented, collaborative, and collegial environment; and
  • Proficiency in MS Office Suite, Outlook, and related Project Management Software.
