We have important jobs to do at SDOT. We look after the city's transportation network, add more bicycle and pedestrian paths, take care of over 240 bridges, and help people get better access to the regional transit system. We're a team of nearly 1,200 hardworking people, ready to serve Seattle's public transportation needs 24 hours a day, 7 days a week, no matter the weather.
The Transit & Mobility Division plays an important role in Seattle's transportation success. Our division is focused on enhancing transit service, making transit more reliable, managing the demands of our City's curbspace, and encouraging climate friendly travel solutions for everyone. In Transit & Mobility, we plan and develop programs that create more equitable, efficient, and innovative mobility and access options for Seattle.
The Mobility Solutions Manager (Manager 3) is an exciting leadership opportunity within the Transit & Mobility Division of SDOT.?This position is responsible for leading strategic and innovative transportation program development, including advancing a visionary program that addresses the decarbonization of the transportation network, shapes emerging mobility technologies and accelerates mode shift outcomes. The position guides SDOT in proactively managing a changing set of transportation options and demands, with emphasis on delivering on the City's equity, climate, and safety and Vision Zero goals. The position reports to the Transit & Mobility Division Director and is part of the Transit and Mobility Management team, which includes three other managers and a division administrator.
The Mobility Solutions Team's mission is to envision and implement programs to reduce reliance on single-occupant and greenhouse gas-emitting travel modes for moving goods and people, including emerging technologies. The team is a technical and policy resource for SDOT in developing a more equitable, innovative, and climate-friendly transportation network. This work includes:
  • Guiding a nationally recognized that leads efforts internally, citywide, and regionally alongside partner agencies in the Puget Sound.
  • Delivering a first-rate and equitable with bicycles, scooters, carshare, and other models that support extending access to the public transit system. This work is in alignment with SDOT's Transportation Equity Framework (TEF).
  • Advancing departmental priorities on climate change, including implementation of the , and supporting transportation electrification, and strategic implementation of programs, pilots, and policies, including inter-departmental commitments to the citywide approach to climate justice.
  • Advancing user-centered technology, mobility data governance and specifications, and other emerging mobility policy efforts across SDOT and City.
  • Partnering with currently and historically divested communities in the design and implementation of programs and strategies.

Job Responsibilities
  • Leads the Mobility Solutions work program, including managing a team of 10 to 12 staff and a $5M budget to sustainably support staff and programming.
  • Oversees management of the two work groups included Mobility Solutions team:
    1. New Mobility team, who implement the City's shared micromobility and emerging mobility (autonomous and electric vehicles and new modes) permitting, operations, strategy, and policy development.
    2. Transportation Options Group, who implement Seattle's transportation demand management (TDM) programs to address current and emerging needs, including the Transportation Management programs, the city's Commute Trip Reduction (CTR) Program, My Trips, and innovative grant-funded expansion programs to reach additional populations citywide.
  • Demonstrates leadership and support professional development that builds individual and team potential.
  • Builds internal and external capacity to deliver programs, including pursuing new funding opportunities and developing relationships within the department and other city departments and with external agencies, service providers and other relevant parties.
  • Collaborates to build strategies to implement the SDOT climate response, transportation decarbonization and climate justice; coordinates among SDOT divisions for policy and programmatic alignment.
  • Fosters a culture of innovation and proficiency in integrating new emerging mobility into the City's transportation network vision. Guides management of other new mobility modes, including autonomous vehicles, electric vehicle/zero-emission infrastructure, digital mobility management and other emerging technologies.
  • Facilitate and provide Mobility Solutions' expertise for SDOT and partner agency projects and programs, growing the impact of TDM and innovative technologies into these areas. .
  • Provides policy and strategic recommendations to the Transit and Mobility Director, SDOT Executive Leadership, Mayor, and City Council.
  • Fosters an inclusive, multicultural workplace with an emphasis on cooperation, collaboration, anti-racism, and pluralism, in alignment with principles established by the Race and Social Justice Initiative. Champions programs, policies and practices that are culturally relevant and prioritize historically divested communities.

Qualifications
Minimum Qualifications:
We are looking for a highly accountable, people-oriented leader who cultivates an inclusive and welcoming culture, has a passion for creating environments where people can do their best work and is an effective collaborator, relationship builder, and communicator. ?This role oversees the Mobility Solutions team within Transit and Mobility, which works towards developing a more equitable, innovative, and climate-friendly transportation network. This role is largely a people leader but also influences and shapes policy and programming related to emerging and innovative technologies, shared mobility, and transportation demand management with the Transit and Mobility division, but in SDOT overall.
The successful candidate will be grounded by a commitment to equity, inclusion, empowerment, and people who can transform strategy into operational goals and objectives and produce strong programs with measurable outcomes. ?This candidate will also have a strategic mindset and the ability to leverage both team and department resources to be successful. Demonstrated knowledge in working with elected officials, employees at all levels, and the public is critical to success in this role, as well as extensive experience in building strong teams and fostering an inclusive workplace culture. The preferred candidate is goal-oriented, innovative, transparent, strategic, data-driven, and can navigate difficult conversations and empower others.
The preferred candidate will have at least a bachelor's degree in Environment, Transportation Planning, Urban Planning, Public Policy, or another closely related discipline.
Candidates should have experience delivering services or programs in areas related to transportation, public policy/administration, climate action, or emerging mobility.
Consideration will be given to candidates who have limited public sector experience but have held positions where leading significant programming, organizational changes, and/or initiatives in transportation or a related field. Such candidates will have held a leadership role within a large and complex organization that involves leading a diverse staff and managing a mid-sized budget ($3-10M).
An equivalent combination of education and experience that demonstrates the ability to perform the position duties.
Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:
  • Five (5) years of experience in leading planning and programming teams in transportation or related field.
  • Three years of experience leading diverse teams of staff in a large, complex working environment, including performance management systems to track and guide program success.
  • Demonstrated experience developing and executing work programs while applying a racial justice framework.
  • A sense of humor, a passion for public service, and a commitment to moving people and goods in a climate-friendly, innovative, safe, and equitable manner.
  • Demonstrated delivery of innovative and growing programs at the forefront of Transportation Demand Management, new mobility options, transportation technology, and related; experience in the development and/or management of technology implemented to further transportation goals.
  • Ability to navigate complex or politically sensitive issues through partnership with a diverse range of stakeholders, while City of Seattle priorities.
  • Graduate degree in a related field including urban planning, transportation, business administration, or public policy.

Work Environment/Physical Demands:
  • Work is typically performed in a hybrid work environment in which a minimum of 2 days of the work is completed in a City office, and 3 days of the work is completed remotely in a regular 40-hour work week.
