Form of workANSER requires a Homeland Defense (HD) subject matter expert (SME) position to serve as Senior Joint Exercise, Training and Operations Officer to support U.S. Indo Pacific Command (USINDOPACOM).
The SME personnel will support HD readiness and preparedness planning of USINDOPACOM and its Components through exercise development and operations support on all aspects of the HD program.
This position will closely coordinate with USINDOPACOM Defense Support of Civil Authorities (DSCA)/Emergency Management (EM) SME planners and play a critical role in ensuring the readiness of all USINDOPACOM forces to respond to immediate crises and contingencies. Duties and Responsibilities include:
Duties:
HD/EM/DSCA Exercise Planning, Execution and After Action & Improvement Planning
- Facilitate HD/EM/DSCA exercises and training to be conducted by USINDOPACOM and other Department of Defense (DOD), Federal, and State, Local, Territory, and Tribal (SLTT) agencies, including analysis and integration of National Guard (NG) Chemical, Biological, Radiological, Nuclear Response Enterprise (CRE) forces.
- Act as a senior-level planning conduit to joint interagency stakeholders for exercise design, development, execution, evaluation, and improvement planning of joint military forces, civilian government agencies, and private sector/non-government organizations located in the Indo-Pacific region.
- Coordinate with the USINDOPACOM Joint Staff, Service Components, Installation Commands, NG, and Interagency Organizations to achieve joint exercise and training initiatives.
- Help develop integrated preparedness plans (IPPs) and adhere to Homeland Security Exercise and Evaluation Program (HSEEP) methodology to properly prepare Joint Operations Center HD/EM/DSCA staff for joint interagency exercises.
HD/EM/DSCA Program and Planning Support:
- Provide direct support to the USINDOPACOM Homeland Defense mission across all domains: air, maritime, land, cyber, and space.
- Support DoD preparedness and response planning for complex incidents caused by chemical, biological, radiological, nuclear, and explosive events, terrorism, kinetic and cybersecurity attacks, natural disasters, and other crises in coordination with Federal and SLTT organizations.
- Provide subject matter expertise and senior-level planning assistance to implement the HD/EM/DSCA Program including:
- Conduct HD/EM/DSCA program concept and doctrine analysis to implement effective USINDOPACOM exercise and training plans, including CRE mission requirements within the AOR.
- Integrate CRE personnel and infrastructure to synchronize National Guard (NG) CRE exercise planning in the USINDOPACOM Area of Responsibility (AOR).
SKILLS & EXPERIENCE:
- Active (or within two years) Top Secret security clearance
- Demonstrated experience with HD plans, doctrine and/or operations in J3, J5 or equivalent organizations at USNORTHCOM, OSD or the Services.
- Experience as a lead Exercise Planner at Combatant Commands, Joint Staff or Major Commands.
- Demonstrated staff officer/contractor experience which includes support to senior leaders (GO/FO) in a Higher Headquarters Staff organization.
- Strong interpersonal/social skills.
- Exceptional written and verbal communication skills.
- Experience in staffing, communication, and coordination efforts across commands, services, and/or Joint Staff.
