This position is intended to perform majority of work at locations throughout the counties listed with some time in the listed office location. These locations can include farms and other agriculture facilities where migrant farmworkers are employed.

The salary for this position is:
$23.27 - $34.03 Hourly
$1,861.38 - $2,722.62 Biweekly
$4,033.00 - $5,899.00 Monthly
$48,396.00 - $70,788.00 Annually
The Rural Consortium exists to ensure every Colorado business has access to a skilled workforce and every Coloradan has access to meaningful employment, resulting in statewide economic vitality. This is accomplished by planning, budgeting, and implementing the programs funded under the Workforce Innovation & Opportunity Act (WIOA), Wagner-Peyser, Trade Adjustment Act (TAA), and grants in the CRWC. It provides employment services including labor exchange; and referral of applicants to job openings and placement assistance and addresses employability barriers, delivers quality customer service to program candidates, businesses, and the community. The unit fosters partnerships with educational institutions and other community organizations to provide a network of support services to ensure Colorado has a qualified and relevant workforce.
Position is an entry level/training position and works under direct supervision. All tasks assigned to this position are structured and performed with direction and assistance from others during on-the-job training.
Migrant Seasonal Farm Workers Outreach staff must locate and contact MSFWs who are not being reached by the normal intake activities conducted by the Employment Services offices. Explain to MSFWs at their working, living, or gathering areas in a language readily understood by them, the services available at the local workforce center, information on the employment-related law complaint system, provide information on the other organizations serving MSFWs in the area and a basic summary of farmworker rights. Outreach hours will need to be met and documented by logs and reports submitted to the State Monitor Advocate by communicated deadlines.
Assists employers in identifying any deficiencies that they may have regarding rules and regulations associated with MSFWs.
Provide all services with fiscal responsibility and accountability.
Educate employers on employment-related law specific to MSFWs.
Comply with rules and regulations when accessing employer's property to complete MSFW outreach efforts.

MINIMUM QUALIFICATIONS:
Experience Only:
Four (4) years and six (6) months of relevant experience in advocacy work with immigrant populations, agriculture, and/or interpreting federal policies and procedures.
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation
related to the work assigned equal to four (4) years and six (6) months experience in advocacy work with immigrant populations, agriculture, and/or interpreting federal policies and procedures.

Required Competencies:
  • Workforce development concepts.
  • Maintains credibility with others on matters; and uses appropriate procedures, or systems in the operational and/or staff environment as the position requires.
  • Planning and organizing.
  • Moderate computer proficiency with Microsoft Office Suite and Google Suites.
  • Data entry and business writing.
  • Customer service excellence, relationship management, and de-escalation techniques.
  • Bilingual: Spanish speaking to communicate with the customer base.
Preferred Qualifications:
  • Experience with Migrant Farmworkers programs; Understanding of local workforce and community resources in the La Junta area
  • Performing duties similar to those assigned to the position as a classified State of Colorado employee.

Conditions of Employment:

  • This position requires extensive travel, including some overnights, in and throughout Otero counties and surrounding area, and may include travel to areas outside of this on an infrequent basis
