Responsible for clinical oversight of pre-hospital treatment rendered by Osceola County Fire Rescue and EMS personnel.
Essential Job Functions
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Define scope of responsibility of emergency medical technicians and paramedics and provide input on policy and procedures authority for control of medical services provided at the scene of a medical emergency.
  • Responsible for medical oversight by delegating authority for all aspects of patient care to ensure maintenance of accepted standards of EMS medicine practice. This includes credentialing of certified and licensed emergency medical technicians and paramedics.
  • Develop protocols consistent with nationally accepted standards of practice for use by all systems providers. Standards include, but are not limited to the American Heart Association, Pre-hospital Trauma Life Support, etc.
  • Develop and revise trauma transport protocols when necessary
  • Develop and implement standards for transport or non-transport of patients. Establishment of criteria for selection of patient destinations.
  • Complete a total protocol review with each local EMS/Fire agency to build consensus and standardization for the EMS system on a biennial basis and routinely update protocols to assure maintenance of current standards of care as needed. Seek input from system EMT's and Paramedics regarding the protocols before revisions, and on an annual basis.
  • Conduct system audits and performance improvement of programs. Development, implements, and monitors management of patient care incidents or complaints and deviations from established protocols.
  • Responds to citizen complaints by determining appropriate County action to resolve issues.
  • Develop guidelines for review of any incident, which potentially has an adverse or negative impact on the patient or system.
  • Participate in the development and implementation of EMS training programs on as ongoing basis.
  • Oversees the continuing education program for Osceola County Fire Rescue and EMS providers.
  • Provide for direction observation of personnel while performing their duties that meets or exceeds Florida Statutes §401.265 and Florida Administrative Code r64E-2.004.
  • Provides oversight and input pertaining to Emergency Support Function 8 (ESF-8) during disasters
  • Manages and oversees special key projects
  • Liaison with various local, regional, state and national medical communities regarding emergency medical service system.
  • Act as a liaison between training centers, local EMS providers and hospitals
  • Provide medical oversight to medical dispatching operations.
  • Coordinate public access to healthcare initiatives such as immunization programs, pathway management, etc. as necessary or as requested by the County
  • Provides recommendations to the County Administrator on selection of firms to perform professional services related to Corrections, Fire Rescue, Emergency Medical Services, Health Services and Family Services.
  • Performs other related duties as assigned.

Minimum Qualifications
Education: Graduation from a school of medicine accredited by the Liaison Committee on Medical Education (LCME)
Experience: Experience in the evaluation and management of acutely ill and injured patients in the out-of-hospital environment
Licenses/Certifications:
  • Medical license issued by the Florida Board of Medicine
  • Board certification in emergency medicine that is recognized by the Florida Board of Medicine
  • Current ACLS certificate or equivalent as determined in Chapter 64J-1.022, F.A.C.

Professional Memberships: Must be a member in two (2) or more of the following organizations:
  • American College of Emergency Physicians (ACEP)
  • National Association of EMS Physicians (NAEMSP)
  • Society of Academic Emergency Medicine (SAEM)
  • Florida College of Emergency Physicians (FCEP)
  • Florida Association of EMS Medical Directors

Miscellaneous:Must possess and maintain a valid Florida driver's license.
Knowledge, Skills and Abilities
  • Knowledge of the principles and practices of pre hospital care.
  • Knowledge of local, state and federal laws pertaining to pre hospital care.
  • Knowledge of Osceola County inter local agreement
  • Knowledge of Osceola County EMS Clinical Operating Guidelines and EMS Protocols
  • Knowledge of the practices and principals of leadership, management and supervision.
  • Knowledge of Incident Command practices and principals.
  • Knowledge of radio and personal communications equipment use and application.
  • Knowledge of computer aided dispatch systems, their use and application.
  • Skill in providing direction for employees to ensure efficient customer service.
  • Skill in establishing and maintaining good working relationships with support agencies.
  • Ability to handle conflicts and provide resolutions

PHYSICAL DEMANDS:
Physical Demand: Light
- 10 pounds maximum lifting.
- Occasional (up to1/3 of the work time) lifting, carrying pushing and pulling.
- Expressing or exchanging ideas by spoken word or perceiving sound by ear.
- Good eye sight for production or safety of self and others.
- If less lifting is involved, will require significant walking/standing.
- If mostly sitting is involved, will require push/pull on arm or leg controls.
- Physical agility is required in kneeling, bending, stooping, and reaching.

Medical Health Reimbursement Account (HRA): The County contributes $500 per employee or $1,000 for employee plus dependents, for medical and prescription-related expenses.
State-of-the-Art Employee Wellness Center: The County provides a private health center for County Employees and eligible dependents. The Employee Wellness Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite. Services at the Wellness Center are offered at no cost to the employees and their eligible dependents.
  • Employees who are enrolled on the County's Medical plan have access to the Employee Wellness Center on day one of employment. The Wellness Center is available to patients 8 years of age and older.

Basic Life Insurance Policy: At no cost to the employee, equal to one time the employee's annual salary, rounded to the next thousand dollars. Employees can opt to buy additional Life Insurance.
Short-Term and Long-Term Disability: At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee's weekly base salary. The employee has the option to purchase an additional 10% coverage.
Membership in the Florida Retirement System: This benefit cannot be easily matched by a traditional 401k plan. Current County contributions are:
• Regular Class - 11.91%
• Special Risk - 27.83%
• Senior Management - 31.57%
The Florida Retirement System (FRS) offers two retirement plans - the Investment Plan and the Pension Plan. Both plans are subject to a mandatory 3% employee contribution.
457b Deferred Compensation Program is also available to help employees boost their retirement saving goals, with pre-tax and post-tax contributions, as well as IRA plan options.
Employee Assistance Program (EAP): EAP provides confidential counseling and referral services to employees and their family membersat no cost.
Employee Wellness Program promotes various activities to encourage total well-being including physical, emotional, and financial health. Rewards can be earned.

Sick Leave Bank: Available to employees experiencing a catastrophic medical-related event, with up to 240 hours, per fiscal year. Enrollment required.
