Summary
This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Richmond VA Medical Center (VAMC), in Richmond, Virginia within the Health Administration Service (HAS). This position is responsible for providing a high level of administrative support to HAS, upper management, and clinical Services.

Duties
Major duties include but are not limited to:
  • Ensures that quality assurance/performance improvement functions are carried out in the performance of the assigned duties
  • Establishes and coordinates in-depth trainings/training materials with the HAS Trainer in order to ensure that HAS personnel and other identified Medical Center staff members are educated and held accountable for data management.
  • Conducts special projects centered on identifying and compiling data from the VSSC Data Warehouse and VistA in order to develop reports and/or training presentations
  • Develops project plans which include the identification of the work to be done, the scope of the project, and the deadlines for completion
  • Analyzes and monitors performance indicators in order to eliminate issues with Recall Delinquency, EWL issues, or VCL issues
  • Serves as a key resource for the Patient Representative to utilize when dealing with patient or employee problems related to their work functions.
  • Ensures the availability of required Personal Protective Equipment (PPE)/mechanical aids and monitors Service/Section employees' performance for unsafe practices, providing appropriate training, counseling, and/or disciplinary action
  • Serves as an approving official and ensures that cardholders comply with Federal and VA Acquisition Regulations and policies, as well as with local procedures
  • Performs other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-9.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade n the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to lead personnel in order to effectively move complex processes and diverse people to achievement of defined goals. Ability to direct, interpret and implement current and new procedures, resolve procedural problems, observe results and conduct studies necessary to improve the quality and quantity of the end product. Knowledge and ability to gather, assemble and analyze data, recognize problems, propose solutions and prepare written and oral responses. Skill and experience in performing personnel issues such as hiring, awards, disciplinary actions, etc.. . OR,
  • GS-09 Education Requirement: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first (1) year of graduate education to meet 100% of the qualification requirements for this position.???????

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related
