Position Overview

Primary Responsibilities:
  • Provide spiritual counseling, services, and support on a professional level to adults in custody as well as MCSO corrections staff.
  • Coordinate and collaborate with other corrections staff to build relationships and problem solve.
  • Plan and coordinate multi denominational religious worship and services, weddings, baptisms, and funerals.
  • Complete death notifications in a timely manner, including those that are emergent.
  • Investigate inmates' faith based requests to determine validity and maintain documentation of findings and services provided.
  • Maintain cooperative working relationships with various religious organizations, including outside agencies and staff.
  • Recruit volunteer pastors, chaplains, and interns to assist with achieving program goals and fulfilling the religious and spiritual needs of adults in custody; train, orient and oversee chaplaincy volunteers and interns.
  • Serve as a spiritual representative and technical resource on religious matters to county staff, clients, general public and/or outside agencies.
  • Perform other duties as assigned.

To Qualify
We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.
Minimum Qualifications/Transferable Skills*:
  • Bachelor's degree from an accredited college or university w/ major coursework or studies in criminal justice, theology, sociology, psychology, religious studies, or in an area of human services such as counseling, social work, etc. In lieu of a degree, additional qualifying experience will be considered on a year-for-year basis.
  • Three (3) years of experience as a spiritual advisor or religious leader (such as: minister, priest, teacher, rabbi, imam, chaplain, etc.) in a formal or professional setting (such as in a parish, synagogue, tribe, temple, mosque, place of employment, corrections facility, hospital system, etc.).
  • Demonstrated skill in effectively communicating and collaborating with a wide range of stakeholders.
  • Must pass a thorough background investigation which includes, but is not limited to a review of applicant's criminal, civil, driving, military, educational, and employment history.
  • A valid driver's license.

Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills, if any.
  • A Master of Divinity or equivalent graduate degree in theology, religious studies, pastoral counseling, or related field from an accredited institution.
  • In addition to a Bachelor's Degree, successful completion of a professional religious or spiritual training program of any faith, from an accredited school, training center, or other formal sponsoring organization.
  • Experience serving the spiritual needs of persons with mental health, behavioral and/or addiction issues.
  • Be an ordained religious leader or possess current official endorsement/sponsorship from a recognized religious organization.
  • Experience in law enforcement or corrections of similar structure and complexity to MCSO.

Additional Details
This recruitment may be used to fill full-time, part-time, temporary, limited-duration, and on-call positions.
Type of Position: Salaried, Exempt
Schedule: Typical schedule is a flexible day shift, to include weekends, evenings, and holidays based on staffing needs and will be determined with supervisor. Please note that this position is required to maintain "on-call" availability due to the nature of this work, so the Chaplain will need to have some flexibility with their schedule at times.
Telework: Although this position will primarily need to be on-site, telework time may be approved on a case by case basis on rare occasions.
Location: The primary location for this position is the Justice Center located at 1120 SW 3rd Ave, Portland, OR 97204. However, this role will require frequent travel to various Multnomah County locations, sites, and buildings including the Inverness Jail located at 11540 NE Inverness Drive, Portland, OR 97220.
Serving the Public, Even During Disasters
Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
