Job description

Under general supervision, the Materials Planning Specialist is responsible for supply planning efforts at the program level, to ensure JEA maintains an adequate supply of inventory and materials to fulfill business demand, by collaborating with stakeholders on demand plans, leading the creation of materials forecasts, monitoring material levels, and proactively communicating/mitigating potential inventory risks. This position is responsible for leading the end-to-end management of forecasting, demand planning and allocation optimization, including in-stock and service levels. The job requires general knowledge of the methods, practices, and procedures of procurement and/or supply chain management and business law and regulations governing public procurement.  Guidelines are available but are not completely applicable to the work or have gaps in specificity requiring judgment in interpreting, analyzing and adapting methods, techniques and procedures to specific cases or problems.  Solves complex problems within established parameters and identifies and recommends responses to new and unusual circumstances.  Completed work is evaluated for technical soundness, appropriateness and conformity with policies and requirements.  Regular contact with people in other work groups and frequently with individuals in internal leadership roles is required to plan, coordinate or advise on work efforts or to resolve operating problems.  

  • Supports the analysis of historical usage, demand, market, and seasonality trends, planned projects, and other factors influencing material forecast.
  • Collaborates with business units and Warehouse to set and maintain dynamic and demand driven Economic Order Quantity  (EOQ) parameters (e.g., min/max, reorder points).
  • Provides updated demand to analytics teams for use in Supply Chain models and estimated quantities for use in solicitations.
  • Develops responses to internal customer inquiries, problems, and complaints to ensure appropriate and timely resolution.
  • Collaborates with teams to build standardized reporting and dashboards for internal and external use.
  • Develops and maintains oral and written presentations or reports
  • Participates in the creation of accurate and realistic demand plans, including proactively identifying demand patterns, trend  changes, demand drivers, risks, and opportunities, escalating and communicating as appropriate
  • Develops and drives continuous improvements to forecasting models, demand forecasting techniques, and methods by performing  root-cause analysis
  • Builds demand analysis of categories/items and identifies potential risks and opportunities.
  • Monitors inventory levels to optimize inventory assets and meet availability targets
  • Liaises between the business and purchasing functions to ensure preparedness.
  • Keeps current with market conditions and factors that impact the assigned commodities/services.
  • Provides and maintains service level agreements to meet or exceed customer needs.
  • Participates in process improvements by gathering data for process maps and quality measurements.
  • Develops, maintains effective and efficient workflow, ensures effective coordination and communication within process family and with other process owners regarding, but not limited to, ongoing operations, process modifications, etc.
  • Assists in maintaining master data accuracy and updating systems as appropriate. 
  • Performs other job-related work as assigned.
   

 

Education: Bachelor's degree in Supply Chain, Engineering, Business, or a related field.    AND   Experience:  Two (2) years business experience with demonstrated results in materials planning, inventory management, demand planning/forecasting, or related fields.    Or   Six (6) year combination of education, training and experience which must include two (2) years business experience with demonstrated results in materials planning, inventory management or demand planning/forecasting.   LICENSING/CERTIFICATION/REGISTRATION:  
  • Professional Certification, such as CPIM (Certified in Planning and Inventory Management), is desirable.
  • A valid driver's license is required prior to employment and must be maintained during employment in this classification.
