This Announcement is Open to the PublicThe Georgia Department of Revenue seeks to fill an Attorney 4 - Managing Attorney position within the Office of the General Counsel's External Operations Section.
Reporting to the Deputy General Counsel, you will be responsible for managing a team of attorneys and/or legal analysts dedicated to providing in-house legal counsel to the Department's motor vehicles division, the alcohol and tobacco division, and the local government services division.
Responsibilities will include, but are not limited to:
- Planning and organizing legal services work for the External Operations teams in order to meet the Department's objectives, including coordinating work with other legal and non-legal business units.
- Tracking, analyzing, and advising on legislative matters specific to External Operations, including, but not limited to, impact analysis of proposed legislation and guidance on regulatory/policy impacts with the implementation of legislation.
- Communicating and strategically coordinating with the general assembly, the Department of Law, other government agencies and stakeholders in matters affecting the Department and External Operations specifically.
- Researching and drafting memoranda with recommendations for Department leadership on legal and operational matters relating to External Operations and the agency, as well as the evolving legal environment.
- Sample technical competencies may include, but are not limited to:
- Ability to manage a large workload in an organized manner, including delegating and tracking matters among multiple staff;
- Ability to quickly perform in-depth legal research and provide analysis of statutes, court decisions, state and federal laws and regulations, and Departmental policy;
- Ability to draft proposed legislation, regulations, and legal opinions;
- Ability to analyze, appraise, and organize facts and present them in a clear and logical form in oral and written presentation; and
- Ability to determine Department compliance with laws, rules, and regulations.
Minimum Entry Qualifications:
Juris Doctorate from an accredited college or university AND license to practice law in the State of Georgia
- Or eligibility to sit for the next Georgia Bar examination followed by passage and licensure to practice law in the State of Georgia within one (1) year of hiring
- Or reciprocity And Three years of relevant legal experience
- Or Three years of experience required at the lower-level Attorney 3 (LEP022).
