The New York City School Construction Authority (SCA) is one of the region’s largest construction entities, building and modernizing school facilities for the largest school district in the nation with a Five-Year Capital Plan totaling roughly $20 Billion.
We have an excellent opportunity for a Manager, Business Development (BDD) who is responsible for conducting comprehensive MWLBE utilization reviews to ensure that contractors and consultants abide by applicable MWLBE regulations, SCA guidelines and contract requirements. Assists in the oversight compliance with Labor Laws, prevailing wage, and SCA’s PLA.
Generic Responsibilities:
•Participate in day-to-day operations to resolve MWBE program, operational, and administrative problems pertaining to policy and practice.
•Create and generate reports for use on a day-to-day basis, for use by Business Development management to address operational issues, and in the formulation of policy.
•Participate in the development and/or updating of policies and procedures for their area of responsibility, integrating best in class insights.
•Serve as liaison for a variety of Departments, Divisions, and Units at the SCA.
Department Specific Tasks:
•Train MWBE contractors on prevailing wage and SCA’s PLA and Labor Law compliance in a classroom or one-on-one setting.
•Provide advice to SCA staff and MWLBE firms with respect to prevailing wage enforcement and contractual obligations relating to labor law compliance.
•Work closely with Mentor firms, Labor Law Compliance and Construction Management (CM) to address compliance issues that arise during desk audits, and daily operations.
•Develop and maintain working relationships with all MWLBE contractors, unions and consultants regarding compliance with prevailing wage laws, project labor agreements and contractual obligations relating to labor law compliance.
•Audit contracts and contractors for compliance with applicable requirements.
•Review certified payroll reports for errors and underpayments to workers.
•Provide training to Mentor and Grad Mentor Contractors related to NYC Labor Laws and the SCA’s PLA.
•Perform related duties as assigned.
Preferred Qualifications
•Three years of full-time experience in labor law, industrial relations, or a related field; an understanding of Project Labor Agreements preferred; and strong oral and written communication skills.
•Weighted consideration will be given to candidates with; 1) a degree in accounting, or a Master’s Degree in Public or Business Administration, 2) experience in construction, management, administration, or a related field, (3) expertise in NYC public works, building and construction, labor and management, prevailing wage requirements, project labor agreements; (4) a proficiency in auditing and/or fraud detection.
Minimum Qualifications:
Bachelor’s Degree.
Six years of full time experience in project management, design, construction, operations, administration, architectural, or mechanical/plumbing estimation or a related field; four years must have been in a supervisory (supervision of subordinate employees) or management (manage a function, unit, or process) capacity; or a satisfactory combination of education and experience

Salary Range: $91,193.00 - $130,000.00
