(CAP) is the oldest and largest AIDS Service Organization (ASO) in Oregon and Southwest Washington, as well as a Federally Qualified Health Center (Look-A-Like) that provides the LGBTQ+ community and beyond with compassionate healthcare. CAP is excited to announce that we are hiring an experienced Manager of Prevention Services. The Manager of Prevention Services manages Cascade AIDS Project’s (CAP) comprehensive HIV Prevention Services for HIV-negative people who are at risk of acquiring HIV (HRN). Programs primarily focus on targeted community-based HIV testing throughout Multnomah, Clackamas, and Washington Counties; outreach and recruitment of HRN into HIV testing and other Prevention Services such as STI testing and PrEP; condom distribution; linkage to care and service navigation for newly diagnosed HIV-positive individuals and people living with HIV who are out of care.

In consultation with the Director of Prevention and the Chief Program Officer, the Manager of Prevention Services hires, manages, coaches, evaluates and disciplines employees under their direct supervision (currently four direct staff totaling 4.0 FTE). Program management including budget development; monitoring contract and grant compliance; and producing required reports are under the purview of this position. As a member of the agency’s management team, the Manager of Prevention Services will help determine and implement agency policies and procedures and provide leadership both within and outside the organization.

This full-time position reports to the Director of Prevention and will work out of CAP’s downtown Portland Davis Street office.Travel throughout the county as well as evening and weekend work are occasionally required. This is a hybrid position with some work from home day with 3 days in office.


COMPENSATION: $72,000 annually. Monday-Friday 8:30am-5:00pm


Successful candidates will have:

  • Previous experience with case management and/or service navigation programming
  • Experience in contract compliance, budget oversight, or grants or project management
  • Strong cultural awareness of men who have sex with men, transgender, communities of color, and substance use issues and how this may affect or influence service delivery.
  • Ability to cultivate and maintain professional relationships across a multicultural spectrum of organizations and professionals at all levels.
  • Successful experience working with ethnic, racial, economic, and sexually diverse populations.
  • Demonstrated commitment to advancing equity and inclusion in workplace or community settings.
  • Ability to work independently with accountability; exercise sound judgment and discretion.
  • Strong initiative & self-starter with the ability to effectively solve problems.
  • Ability to adapt to constantly changing priorities while managing a wide range of projects.
  • Excellent written and verbal communication skills.
  • Proficient in MS office products.
  • Must be able to work in a Labor/Management Partnership environment


MINIMUM QUALIFICATIONS:

  • A minimum of two (2) years of related professional experience in a social work, public health, or related human services field and at least one of the following:
    • Bachelor’s degree in Social Work, Public Health or related human services field or
    • An additional two (2) or more years of management experience in a social work, public health, or related human services setting.
  • Two (2) years professional experience in management including personnel or volunteer supervision


PREFERRED QUALIFICATIONS:

  • Three (3) or more years of management experience in a social services or public/community health related field.
  • Experience in contract compliance, budget oversight, and grants management.
  • Experience implementing and coordinating high impact HIV-prevention (HIP) programming and/or evidence-based interventions.
  • Lived experience of systemic oppression and non-dominant cultures. From Black, Indigenous, and other people of color; transgender, non-binary, and other LGBTQ+ people; and people with disabilities, including HIV.
  • Previous experience conducting HIV counseling, testing, and referral services.
  • Familiarity with HIV prevention strategies such as PrEP.
  • Grant writing and reporting experience.
  • Experience working with limited supervision.
  • Verbal and written fluency in Spanish.
