The Manager, IT Project Management Office (PMO), is responsible for serving as the subject matter expert on Project Management and is responsible for guiding all IT related projects and initiatives at DC Water through the Project Management Office. The role interacts with functional/business unit leadership to craft a PMO strategy that aligns with business objectives and priorities. The role is also responsible for developing a robust and flexible project and program methodology for use throughout the organization, as well as effective project and program delivery.
- Develops and implements a comprehensive IT Project Management strategy aligned with DC Water’s overall goals and objectives.
- Manages the entire IT project portfolio, ensuring projects are prioritized, resourced appropriately, and oversees the Project Management Office for all IT related projects.
- Manages the IT budget, project budgets, schedules, scope of work, requirements, risks, and other proposal estimates.
- Establishes and enforces IT Project Management governance frameworks, ensuring compliance with regulatory requirements, industry standards, and internal policies.
- Enforces best practices and ensures continuous improvement in processes related to project and portfolio management.
- Conducts post-implementation reviews of completed projects, capturing lessons learned and best practices for future initiatives.
- Coordinates and participates in Steering Committee Activities.
- Implements key performance indicators (KPIs) and project metrics to monitor and evaluate the performance of IT projects, providing regular status reports to DC Water Management.
- Oversees project life cycle, gathering, and reviewing project requirements and deliverables as needed.
- Provides direct Project Management on critical projects and programs.
- Provide leadership and guidance to the Project Management staff.
- Ensures the successful completion of projects to meet customer satisfaction.
- Ensures PMI PMBOK standards are followed and maintains the PMO portal and toolset.
- Oversees the development of standardized Project Management templates and project plans.
- Establishes project monitoring, controls, and maintains robust quality assurance processes.
- Manages vendors and contractors in the acquisition, delivery and maintenance of IT products and services for the enterprise, manages contract compliance and monitors payments.
- Ensures compliance with DC Water’s procurement rules in the delivery of IT products and services. Performs other duties as assigned at the discretion of the Chief Information Officer.
Supervisory Responsibilities: Manages 3rd party project managers, vendor projects, and consultants. Supervises project managers, logistic staff, and other Project Management Office staff in the delivery of IT services. Matrixed responsibility for supervising the activities of project team members and project activities under the direction of the Project Management Office.
Key Working Relationships: Interacts with Senior and Executive Level Staff members and employees throughout DC Water, representatives from other organizations, agencies, partners, suppliers, and vendors, etc.
