Location: Hattie Mae White Department: Strategic Planning Area:Northwest Contract Months:12 Salary Range: $92,540.00 - $152,691.00 JOB SUMMARY The IT Manager will provide strategic leadership, assist with district-wide initiatives, and manage the operations of various groups within the Strategic Planning division. The IT Manager leadership position will play a critical role in driving educational excellence, ensuring efficient resource allocation, and fostering collaboration among staff and stakeholders. The IT Manager position requires strong leadership abilities, exceptional organizational skills, and a passion for supporting student success.

Specific to IT Manager:Manages a team of people in one or more of the IT disciplines which could include, but is not limited to, E-Rate, Strategic Planning, and Asset Management. This position's responsibilities may include, but is not limited to, management responsibilities in an assigned area such as resource management, performance management, project definition and execution to meet the mission of the group, and ongoing operations. Accomplishes work objectives through the management of direct reports.

Provides direct day-to-day management to professionals and/or skilled support staff; may become actively involved, as required, to meet schedules and resolve problems. Works within specified guidelines and makes decisions regarding daily priorities and the application of technical/business processes within established guidelines for a work group or segment of a department. Provides guidance to subordinates within the latitude of established HISD policies.

The team's primary responsibilities include: E-Rate compliance, technology infrastructure asset management district-wide, program management, IT audits, and compliance reports. Use of this job family outside of centralized IT requires approval from the Chief Technology Information Officer. MAJOR DUTIES & RESPONSIBILITIES List most important duties first Oversees and manages various aspects of Strategic Planning, E-Rate, and IT asset management functions and processes as they relate to district IT standards.

Will be called upon to matrix lead others in work, research and analysis to develop creative and innovative solutions regarding E-Rate and asset management functions, processes, directions and methodologies. Is responsible for planning, work estimating and scheduling, resource assignment, progress tracking and reporting, communication, etc. Will also be called upon to assist with various programs and initiatives.

Ensures effective administrative management of professionals and/or skilled support staff, resource utilization, and needs assessment of projects and balancing the work load of staff. Provides process, project and technical guidance, quality review and exercises judgment within defined procedures and policies to determine appropriate action. Establishes technical standards and requirements, reviews the current status, and collaborates to develop improvement solutions.

Takes steps and communicates quality goals within scope of job. Works on issues where analysis of situation or data requires review of relevant factors. Performs post-product completion evaluation; identifies areas for improvement and works with Sr IT Manager to implement needed process changes.

Assists in selecting, developing and evaluating personnel to ensure efficient operation of IT services. MAJOR DUTIES & RESPONSIBILITIES CONTINUED Ensures fair, balanced and effective resource utilization. Promotes a culture of continuous improvement and innovation across the district.

Evaluates recommendations of others, deciding on course of action in ambiguous situations and applying creative solutions utilizing expertise and knowledge based on related experience. Fosters collaboration and communication among departments to instill cohesive district-wide operations. Accountable for professional and technical development of direct reports.

Performs other job-related duties as assigned. EDUCATION Bachelor's Degree; Master's Degree preferred. As determined by Human Resources and the hiring manager, additional equivalent and directly related education and experience in lieu of a Bachelor's Degree may be substituted for the degree requirement.

Equivalent experience is 4 or more years in a related field in an exempt-level position, in addition to the minimum experience requirement of 12+ years. WORK EXPERIENCE 12+ years IT experience including some supervisory or leadership experience Extensive experience leading teams producing data warehousing, business intelligence and ETL solutions Experience with MS SQL Server, IBM Cognos and/or Informatica PowerCenter preferred Mature experience working within a structured software development life cycle process including agile and waterfall methodologies SKILL AND/OR REQUIRED LICENSING/CERTIFICATION Technical background as BI or ETL developer, BSA, QA analyst and/or similar role Senior level certification in an IT discipline (PMP, CBAP, etc.) Highly motivated and able to interact effectively with internal and external customers to understand and adjust technical solutions to frequently changing business rules, as mandated by state and federal education agencies LEADERSHIP RESPONSIBILITIES Manages. Accomplishes the majority of work objectives through the management of direct reports.

Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals.

Provides input to hiring, performance and budget. WORK COMPLEXITY/INDEPENDENT JUDGMENT Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent.

Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities. BUDGET AUTHORITY Specifies requirements for a plan and/or budget.

PROBLEM SOLVING Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.

IMPACT OF DECISIONS Decisions have moderate impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verification or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equipment. Effect usually confined to the organization itself and is short term.

COMMUNICATION/INTERACTIONS Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers. CUSTOMER RELATIONSHIPS Takes routine or required customer actions to meet customer needs.

Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from co-workers or subordinates. WORKING/ENVIRONMENTAL CONDITIONS Work involves some exposure to moderate risk of accident and requires following basic safety precautions.

Ability to carry and/or lift 45 pounds or more. Work is normally set to specified shifts. This position is expected to be goal and customer service focused.

During times of emergencies, outages and project planned work; employees are expected to be on call and available until the event is addressed.
