This Manager, Division Security role represents the business security needs of the Homeland Security Research Division and provides business enabling security solutions to enable the business needs. The Manager, Division Security works closely with the division providing subject matter expertise on national security policy and requirements, company procedures and industry best practices. The Manager, Division Security implements RAND’s policies and procedures in the areas of responsibility including classified, proscribed, sensitive and controlled unclassified information (CUI). The primary function is the implementation of government requirements while allowing the business to meet customer expectations and deadlines. The Manager, Division Security works with the division leaders and staff to implement the government policy and company procedures to protect national security information and ensure the security compliance expectations. The Manager, Division Security leads coordination with the internal RAND Security and Classified Operations team to include personnel security, physical security, visitor control, classified cyber accreditation and classified IT support to meet the Division Security requirements. This requires the Manager, Division Security to be embedded with the division senior leadership team, attending staff meetings, planning sessions, PMR’s, strategy sessions and division all hands functions.
Duties
May perform any or all of the following duties:
- Implements RAND’s security policies and procedures pertaining to the safeguarding of classified, proscribed, and controlled unclassified information (CUI) and sensitive information.
- Oversees the implementation of security policies and procedures for safeguarding of classified, proscribed, and sensitive unclassified information. This pertains to personnel security and special programs in accordance with the NISPOM Rule, SEADs, Intelligence Community Directives (ICDs) and Department of Defense (DoD) directives, RAND Standard Practices and Procedures, DD-254s and contracts and other applicable government sponsor regulations.
- Manages the CSSOs and CPSOs providing direction and guidance to ensure compliance with federal intelligence and Special Access regulations.
- Coordinates with the Defense Counterintelligence Security Agency (DCSA), DoD sponsors, Department of Homeland Security, Defense Intelligence Agency, National Security Agency (NSA), Defense Advanced Research Projects Agency (DARPA) and other elements of the U.S. government on inspections, reviews, investigations, and other reportable items.
- Maintains a safe and secure working environment for the company.
- Serves as the Division’s primary liaison to federal and local law enforcement agencies.
- Collaborates with the Information Systems Security Manager (ISSM) for the classified network and systems at the TS/SCI and SAP/SAR activities for the facility.
- Provides the Executive Director of Security and Classified Operations and Chief Security Officer with advice and assistance and ensures the proper protection of classified material, company assets, and employees.
Management Duties:
- Must lead direct report(s), providing mentoring and training.
- In conjunction with Executive Director of Security and Classified Operations, determines staffing levels for security staff, interviews and hires new employees, ensures appropriate training, conducts performance reviews, counsels employees, and takes appropriate disciplinary actions.
- Supervises the daily activities of assigned staff to ensure efficiencies in compliance with corporate, government, contractual, and legal requirements.
- Assists in the development of operating policies and procedures, budget, and strategic action plans for achieving goals.
- Assists in developing an annual business plan to include budgets and forecasts.
- Provides leadership and motivation by establishing clear expectations, communicating specific performance feedback, and giving timely and thorough performance reviews.
- Oversees the functions of the Contractor Special Security Officers (CSSOs), Contractor Program Security Officer (CPSOs) as well as TS/SCI and SAP/SAR activities for the facility.
- Ensures timely, required data is entered into Security’s current system of record accurately to support department functions and periodic reports to RAND management.
- Coordinates to ensure secure facility accreditations as well as joint and co-use agreements with applicable government agencies.
- Acts as an advisor to management on security issues to ensure compliance of applicable government regulations.
- Provides advice and assistance to staff as well as to subcontractors on security matters.
- May assist in assessing contracts, task orders and Requests for Proposals for security implications and advises on the appropriateness, feasibility, impact, or applicability of the requirements.
- In coordination with the Safety & Emergency Program Manager, supports the Executive Director with business continuity program (BCP) and crisis management/incident command program for the site to include planning and conducting exercises with local first responders. Identifies and analyzes the effects of natural and technical (man-made) hazards for the site. Develops and maintains liaisons with municipalities, county and state entities to facilitate plan development and response efforts.

Education
Bachelor's degree or equivalent experience required. Master's degree preferred.
Experience
- At least 6 years relevant experience required with a bachelor's degree. In lieu of bachelor's degree, at least 10 years of relevant experience required.
- At least 9 years of supervisory experience preferred.
Basic Qualifications
- Must have expert knowledge of the 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM) Rule 32 CFR Part 117, Intelligence Community Directives (ICDs), Security Executive Agent Directives (SEADs), Joint Air Force Army, Navy (JAFAN), applicable executive orders, laws, and contractual requirements
- Must have understanding of government customer operations and will be required to build a strong working relationship with government security representatives, Contracting Officer Representatives, and local law enforcement
- Knowledge of the Department of Defense Sensitive Compartmented Information Administrative Security Manual (DoD 5105.21-M-1).
- Must be familiar with the technical and operational aspects of classified computer technology and government requirements.
- Requires excellent judgment, discretion and the ability to make decisions on a wide range of topics that affect the protection of national security information.
- Knowledge of Emergency Preparedness, Business Continuity and Disaster Recovery.
- Experience with fiscal management and budgeting
- Excellent written and verbal communication skills
- Strong computer skills in MS Word, Excel, and PowerPoint as well as the ability to learn new computer applications
Security Clearance
Must be able to obtain and maintain a Top Secret U.S. government security clearance.

Salary Range
$117,700 - $179,700
