Job description

Salary range is $100k to $200k, with a midpoint of $145k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:  
Under general direction, leads, manages, and supervises engineering activities that are necessary to support the agency’s capital projects and operational support. Serves as the subject matter expert and is responsible for the oversight, development, and implementation of civil engineering technical criteria necessary to support design, construction, and operational needs. Manages staff or consultants to ensure assigned projects are delivered on time and within budget. Coordinates assigned activities with other disciplines and departments as necessary.  

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Plans, directs, manages, and oversees the work of assigned staff and consultants providing engineering support for capital projects or operation needs.
  • Provides senior level engineering support and oversight throughout the planning, design, and construction phases to ensure projects are meeting the agency’s standards.  Support includes, but is not limited to design reviews, construction submittal reviews, engineering analysis, alternative reviews, etc.
  • Serves as the technical matter expert and responds to questions and inquiries from the general public, contractors, consultants, and agency staff regarding engineering projects or area of expertise. 
  • Oversees and owns Sound Transit’s technical requirements and criteria related to area of expertise.  This includes, but is not limited to design criteria, standard specifications, and drawings. May be required to sign and seal technical requirements. Reviews and assesses requests to deviate from established requirements. Collaborates closely with Construction, Operations, and others to continuously validate and improve requirements based on current industry best practices.
  • Ensures processes, policies, and practices are interpreted and applied consistently and effectively.
  • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate.
  • Supervises, coaches, trains, and motivates staff; coordinates and/or provides staff training and manages employee relations. Manages the workflow and prioritization of projects and measures the performance of the assigned functional unit and all related staff and takes appropriate corrective action when necessary. Develops developmental work plans for staff, implements or recommends corrective actions, discipline, and termination procedures as necessary.
  • Provides other support to the department as directed.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelors Degree in Civil Engineering or closely related field. Five years of experience in the area of civil engineering, preferably in a rail or transit related environment; OR an equivalent combination of education and experience. three years of leadership, budgetary, planning and workforce management experience; 

Required Licenses or Certifications:

  • Valid state driver’s license. This role will perform inspections on construction sites, stations, and facilities, including locations that are not currently served by transit. Driving an agency vehicle will be necessary to perform inspections and respond to incidents along our full alignment.
  • Professional Civil Engineer license issued by the State of Washington, or can demonstrate that they can obtain one through reciprocity within 6 months of employment. 

Required Knowledge and Skills:

  • Advanced understanding of principles and practices of civil engineering.
  • Strong understanding of Federal, State, and Local codes and regulations.
  • Advanced understanding of project management techniques and principles.
  • Understanding of supervision techniques and principles.
  • Understanding of contract procurement and management principles.
  • Ability to effectively manage, prioritize, and delegate workload among assigned staff.
  • Excellent ability to work independently and demonstrate effective time management skills.
  • Excellent ability to collaborate with others and establish and maintain effective working relationships. 
  • Excellent oral and written communication skills to concisely and accurately convey detailed technical information to others.
  • Ability to understand and apply criteria manuals, policies, and contract documents.
  • Supervisory and team leadership skills.
  • Ability to utilize computer software programs to complete assigned work and prepare reports.
  • Preparing, reviewing, interpreting, analyzing, and modifying complex engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets.
  • Applying advanced project management and program development techniques and principles.

Physical Demands / Work Environment:  

  • Work is performed in a standard office environment and in a transit system field environment.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and extreme noise when conducting site visits and working in the field.
