Overview:
ACS Professional Staffing is looking for an employee to work onsite with our client. The Civil Engineer will provide professional engineering expertise in assisting project manager and other engineering personnel in implementing projects, supporting field maintenance crews and other related engineering activities. This full-time position is located in Vancouver, WA.

Pay rate: $44.77 – $63.96

Responsibilities:

  • Provide project engineering support to the manager and project manager(s) for scoping and design of assigned transmission line projects.
  • Initiate and participate in initial planning meetings with clients and customers and assist in the development of, or recommend, project estimates.
  • Provide input and recommendations to assist in determining the activities necessary to establish the most effective location of transmission line and fiber optic facilities, considering performance, cost, environmental impacts, and problems related to public and/or political issues.
  • Monitor the progress of the overall design of assigned projects, interacting extensively with the Project Manager (PM) and other engineers, documenting all pertinent changes encountered as well as their impacts.
  • Provide design support to the assigned department, construction inspectors, or other field personnel during the construction of assigned transmission projects.
  • Complete special design studies as assigned where unique or unusually complex problems are involved.
  • Review and check designs prepared by other engineers and design contractors to validate accuracy, adequacy, and conformance to the company’s requirements and design parameters.
  • Review and validate contractor prepared drawings, material certifications, and submittals for conformance to design specifications and standards.
  • Provide recommendations to managers in developing policies, procedures, practices, and tools used in project engineering.
  • Provide training of other staff on above processes & procedures.
  • Provide planning support, coordinate plans of service with stakeholders, and assist management with implementing plans for assigned transmission projects.
  • Prepare detailed design, material, or procurement specifications for assigned projects, verifying that technical tradeoffs have been considered, and recommendations conform to existing material policies and standards, and are within budgetary constraints.
  • Provide technical input, options, and recommendations to decision makers for equipment and hardware purchases for the completion of assigned Transmission projects as requested.
  • Provide technical input and recommendations into Statements of Work (SOWs), estimates of project costs, and specifications / requirements for fiber optic, dark fiber, and other projects in areas of expertise, as requested.
  • May participate as a technical advisor and nonvoting member of a source evaluation board as requested.
  • Prepare engineering designs or assist in developing engineering requirements (Restoration Manual and Construction Data Book) for the development, installation, and modifications of existing facilities, which may include one lines, structure lists, splice diagrams, cable installation sheets, stringing & installation instructions, step plans, and other documentation as needed.
  • Provide technical support to scoping, design, construction, operations, and maintenance personnel by providing advice and recommendations on dark fiber, fiber optics, splicing, or other areas of fiber and engineering expertise.
  • Present technical concerns, considerations, and recommendations at meetings with representatives of other organizations, government agencies, or private industry (i.e. company vendors) for purposes of work coordination, liaison, and technical interpretation concerning projects or maintenance requirements.
  • Study unique or special fiber needs and provide recommendations for material, equipment, installation, or splicing requirements to PM, manager, or other personnel as requested.
  • Review company policies and working level standards related to fiber optics, dark fiber, splicing, cable installation, and other areas of engineering subject matter expertise and provide recommendations to manager or manager’s delegate.
  • In collaboration with PE, PM, and manager, provide technical and physical (hands-on) support during construction. This may include providing maintenance and repair and recommendations, as well as performing maintenance and repairs on fiber optic equipment and hardware as requested by appropriate federal personnel.
  • Provide technical expertise and assistance to new engineers on assigned projects. This may include demonstration of unique or specialized splicing techniques, special material needs, unique cable installations, etc.
  • Provide one-on-one, small group training, and mentoring to engineers and Transmission Line Maintenance (TLM) personnel in areas of expertise including fiber optic methods, practices and standards for cable prep, splice set-up, cable splicing, company’s fiber optic installation, restoration, construction, and documentation requirements, and standards, etc.
  • Provide technical and physical support for emergency restoration operations as needed, which may include providing repair recommendations, as well as performing emergency repairs on fiber optic equipment and hardware as requested.
  • Participate in group quality, efficiency, and documentation improvement efforts, providing input and recommendations into work procedures, processes, standards, guides, and other improvement projects, especially as relates to dark fiber, fiber optics, and other areas of engineering expertise. 
  • Provide planning support, coordinate with stakeholders, and implement assigned projects:
    • Perform project estimating tasks.
    • Develop and recommend project cost documentation from project start to project completion.
    • Monitor budget and perform cost tracking on assigned projects.
  • Coordinate design and construction scheduling utilizing MS Project:
    • Facilitate construction administration tasks.
    • Create and coordinate the processing of construction document packages.
    • Develop and recommend evaluation criteria and work requirements for design and construction service contracts.
    • Review and provide comment and technical recommendations on Architecture/Engineering (A&E) and construction bid packets. Must be approved by manager/other authorized Federal personnel.
  • Prepare engineering design, material, or procurement specifications for the development, installation, and modifications of mechanical equipment within existing facilities.
  • Collaborate with other engineers and architects to develop multi-discipline construction documents:
    • Review, consult, and assist other engineers with development of construction documents.
  • Evaluate existing buildings and mechanical systems to determine reliability, conduct assessment of needs, and provide recommendations to the manager for future improvement projects.
  • Conduct building load calculations for the purpose of determining capacity requirements for mechanical equipment.
  • Complete design sketches and working drawings for contract construction purposes. This encompasses new construction and alterations to existing facilities. Design work includes:
    • Assessment Phase
    • Schematic Design Phase
    • Design Development Phase
    • Submittal Review & Processing
    • Construction Administration Phase
    • Project Close-Out Phase
    • Code Review :
      • Review working drawings for zoning and building code compliance.
      • Review working drawings at various stages of completion for adherence and compliance with design scope, conceptual design sketches, and established policies.
    • Prepare and review specifications.
  • Act as technical reviewer on specifications for standards library.
  • Escort A&E firms and outside construction contractors to prepare assessments, and surveys, and conduct bid tours.
  • Coordinate with construction and project managers to conduct construction evaluations, offer technical options, and recommend issue resolutions.
  • Collaborate with construction and project managers for the start-up, commissioning, and acceptance testing of new equipment and facilities.
  • Evaluate project scope and design to verify compliance with standards and policies, as well as adaptability for future and current sustainability requirements. Alert the manager of any concerns regarding adherence to company and compliance standards/policy.

Requirements:

  • Bachelor’s degree from an ABET accredited college/university in civil or mechanical engineering is required.
  • 10 years of professional engineering experience is required with bachelor’s degree.
  • Experience in a civil/mechanical engineering position to plan or design transmission lines within the construction industry.
  • A thorough knowledge of the physical and mathematical sciences underlying professional applications of engineering techniques related to the field of Civil Engineering.
  • 10 years of professional experience in utility design and/or construction. 
  • 10 years of experience in site civil construction inspection. 
  • 10 years of experience working with transmission or substation civil drawings involving site layout issues.
  • Knowledge of structural/Civil Engineering concepts, principals, and practices applicable to components and facilities found on a regional transmission system.
  • Must have a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to different branches of engineering. Preferred strengths would be in areas of surveying, hydrology, and Civil Engineering.
  • Ability to analyze and design complex transmission and substation structures, buildings, facilities, or structures using the latest structural techniques and applicable codes.
  • Ability to support and provide overall coordination for the design and construction of various facilities including project scheduling and estimating.
  • Ability to review and evaluate packages prepared by contractors (including drawings, material certifications, and submittals for conformance to design specifications).
  • Ability to use computer programs to prepare documents, spreadsheets, and maps.
  • Project management experience is highly desirable.
  • Valid U.S. Driver’s License is required.
