GENERAL DESCRIPTION

Performs complex (journey-level) managerial work administering the daily operations and activities of an agency's business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Central Counties Services incorporates principles of trauma-informed care, which includes cultural sensitivity, in all areas of service delivery. All job descriptions include the responsibility to learn about and implement trauma-informed practices within the scope of work for the position.
  • Oversees the performance off technical, training, research, planning, and administrative activities of a number of programs/grants pertaining to Supported Housing, Supported Employment, and First Episode Psychosis Programs.
  • Provides clinical and administrative supervision to a team of Mental Health Professionals.
  • Act as a liaison with agencies and internal programs to explain the programs and agency statutory requirements.
  • Provides consultation to other Department program staff in highly specialized clinical matters.
  • Develops and maintains effective relationships with community members, stakeholders and Community agencies.
  • Conducts monthly staff meetings for case coordination and communicating program policies and procedures.
  • Oversees/prepares the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
  • Assures program productivity is maintained by monitoring performance contract reports.
  • Assures program quality is maintained by conducting peer review activities, analyzing consumer satisfaction surveys, informal and formal feedback and external reviews.
  • Participates in regional and state initiatives and committees.
  • Must stay compliant with all required training.
  • Provides direct supervision and consultation to team members monthly & whenever emergency situations arise.
  • Plans and writes a variety of reports, correspondence, needs assessments, and other documents for such audiences as Court, Law Enforcement Officials, and citizens.
  • Supervises clinicians and ensures timely access to MH services.
  • Other duties as assigned.
  • Shall apply the principles, techniques and procedures of Positive Coaching, Evidence Based Management, and Trauma Informed Care in order to increase collaboration and build job skills, meeting with employees on a scheduled basis, depending on the position at least monthly or quarterly to provide formal coaching.

  • Demonstrate high ethical standards, trustworthiness, and personal integrity. Regular attendance, dependability, and promptness are required for the 8-5 work day or agreed upon hours 100% of the time, to ensure consistency and completeness of program's processes.
  • Professional Development - Successfully complete training required to maintain skill competency and cross training to ensure consistency across program procedures. Complete continuing education as required by professional standards and the Center.
  • Frequent daily driving within the catchment area is required.
  • Work behavior must be compatible with Center Values and Mission Statement.
  • Travel - Frequent daily driving within the catchment area is required.

GENERAL QUALIFICATIONS

Experience and Education

  • Current First Aid and CPR, including AED, current driver's license and bi-annual DMV review, maintain professional license, and all required annual training requirements.
  • Graduation from an accredited Masters Level or Doctoral program with a degree in the mental health field
  • Clinical licensure as an LPC, LCSW, Licensed Psychologist preferred.
  • Must be licensed in the state of Texas.
  • Minimum of three years' program management experience in a similar setting or advanced senior level clinical duties and advanced post graduate education/training in mental health and the law.
  • Experience in a field related to the agency program.

Additional Requirements

  • Must have and maintain a valid drivers' license with an acceptable driving record.
  • Regular attendance and reliability is critical to business operations.
  • May serve as relief to Center Receptionist, in their absence.
  • Pre-employment skills testing in MS Office may be required.

PHYSICAL REQUIREMENTS

This job operates in a clerical office setting with moderate noise. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

Supervision & Leadership Behaviors

  • Onboarding of employees to include submission of the position requisition, conducting interviews and completing the hiring process following Human Resource guidelines.
  • Schedules assigned staff to participate in mandatory training in order to ensure staff competence and development. Staff required trainings are up to date and staff are given opportunities for professional development.
  • Monitors performance of department and assigned staff using established reporting processes and provides feedback and coaching to ensure staff meet all contract, productivity and other performance targets.
  • Manages schedules, attendance and punctuality of assigned staff. Staff time is reported on time and accurately and staff are able to make use of earned leave.
  • Supervisor is accessible to assigned staff and they are kept well informed of departmental and center happenings.
  • Supervisor applies the performance improvement (disciplinary) process consistently and in accordance with center policy.
