Management Systems Analyst - Housing Data & Visualization

THE OFFICE:

Seattle's Office of Housing (OH) works to build strong, healthy communities and increase opportunities for all people to live in a community of their choice, in a home they can afford. OH invests in the production and preservation of affordable homes for people with low-incomes, including individuals and families who are exiting homelessness. The Office also assists low-income homeowners with home repair loans and weatherization grants so they can safely remain in their homes and neighborhoods.
The fields of housing development and lending have often failed to reflect the experiences and identities of people affected by development decisions and outcomes, including Black, Indigenous, People of Color, Immigrants, Refugees, People with Disabilities, and LGBTQ+ people. THE JOB:
Housing and community development work requires reliable mapping tools and geographic and demographic analysis to support sound decisions. The purpose of this position is to ensure that OH leadership, elected officials, counterpart agencies, media, and the community at large have access to accurate and up to date maps, dashboards, infographics, and other visual tools needed to understand the local housing market and how OH's work expands the availability of affordable housing. Housing providers require support to understand data needs, improve data quality, and meet reporting and analysis needs. This position will provide analysis and Visualization deliverables, as well as offer technical support to community partners.Here is more about what you'll be doing as the Housing Data Visualization & Integrity Systems Analyst:
  • Designing and producing maps
  • Producing dashboards, infographics, and data visualizations
  • Data maintenance, integrity, and transparency
  • Establishing privacy and security standards as well as training OH staff on data protocols
  • Representing OH on technical workgroups and collaborating directly with housing providers
  • Converting metrics into dashboard-style online reports

You will be most successful in this role if you possess a combination of the following:
Technical Skills in:
  • ArcGIS
  • Microsoft Office (*Emphasis in Excel)
  • Tableau, Power BI, and/or similar programs

Experience with:
  • Database quality control scans to identify data inconsistencies and remedy missing data
  • Translating data into reporting
  • Storytelling with data that is easy to understand for a variety of audiences
  • Independent problem-solving and multitasking in a fast-paced environment

The ability to:
  • Act as a team player and utilize your written and visual communication skills
  • Understand how demographic and geographic data intersects and has impact
  • Provide strong racial equity analysis in your reporting
  • Demonstrate your commitment to serving diverse households in the community
  • Conceptualize, create, and update static and interactive maps
  • Apply location-based policies to proposed housing and community development projects
Qualifications:
In addition to the ability to perform the tasks described above, you will need to possess the below required qualifications:
  • Four (4) years of professional experience in systems, operations, procedures, research, or analysis
OR
  • Three (3) years of professional experience in systems, operations, procedures, research, or analysis
  • An associate degree in business or public administration, finance, computer science or a related field,
OR
  • Two (2) years of professional experience in systems, operations, procedures, research, or analysis
  • A bachelor's degree in business or public administration, finance, computer science or a related field

ADDITIONAL INFORMATION:
This full-time benefitted position is classified as a Management Systems Analyst in the City payroll system. This position is covered by Civil Service and FLSA (eligible for overtime). The full salary range for this position is $40.08 - $46.68 per hour. New employees begin at the first step of the pay progression, which is $40.08 hourly. Current City employees starting rate of pay will be based on Personnel Rules regarding promotions.
This position offers the flexibility of a hybrid work schedule. Employees will be expected to work in-office two days a week. Individual schedules will be based on agreement between the employee and their supervisor.
