This Merit Promotion position is open to Current Federal Employees and Former Federal Employees with permanent status or reinstatement eligibility. Duties
This position is located in the Office of Finance and Administration of the Hirshhorn Museum and Sculpture Garden (HMSG), and reports to the Director of Finance & Administration.
In this position, you will:
  • Support procurement by preparing purchase orders, requisitions, and entering them into ERP; acting as purchase card holder; and reviewing transaction for completeness and compliance.
  • Order a variety of goods and services including office supplies, services, making travel arrangements and organizing conferences. Tracks deliveries, arranges for receipt documentation and monitor payment statuses.
  • Track income and expenditures from a wide variety of federal and/or trust funds; prepares reports on funds obligated on purchase orders, travel authorizations and contracts.
  • Serve as timekeeper for the department, prepares administrative forms such as requests for building services, review travel authorizations for compliance with travel policies, regulations, and procedures, and independently tracks statuses of a variety of projects, correspondence, and requests.

Qualifications
Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-07 level in the Federal Service. For this position, specialized experience is defined as: Providing budget, financial, and procurement support; processing and tracking financial transactions, preparing travel authorizations, petty cash claims, and requisitions; making charge card purchases; using computer software programs such as Enterprise Resource Planning applications for Financials, Human Resources, Web Time/Attendance; and developing spreadsheets.

Or Education: Master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree.
or
LL.B. or J.D., if related
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:
  1. Knowledge of Federal procurement and contracting regulations, policies and practices in order to review transactions for completeness and compliance with regulations and to explain procedures and regulatory requirements and to resolve problems.
  2. Knowledge of the government or corporate charge card programs including pertinent laws, rules and regulations.
  3. Experience working with various types of funding sources, including but not limited to, federal appropriations, trust allocations, revenue producing programs, cash donations, and interunit transfers.
  4. Skill in office support functions such as data entry, filing, timekeeping, scheduling, travel arrangements, authorizations and vouchers, phone or mail handling and reception duties.
