Job description

The Management Analyst works on a wide variety of projects and programs in support of the Commissioners' strategic plan. The analyst provides analytical management assistance by planning, coordinating, and directing assigned special projects and programs, such as tracking strategic initiatives and outcomes, grant program management, annual youth awards, and economic development contributions. The position acts as a liaison for the County with a variety of public, private, and community organizations, such as cultural council; conducts studies and evaluations for assigned projects and programs; develops presentations and recommendations; and maintains administrative and fiscal records.
NOTE:

  • The anticipated hiring range for the Management Analyst I is between $2,407.79 and $3,611.71 biweekly.
  • The anticipated hiring range for the Management Analyst II is between $2,549.28 and $4,072.21 biweekly.
  • The anticipated hiring range for the Management Analyst III is between $2,804.18 and $4,479.44 biweekly.
The county anticipates hiring this position as a I or II based on current budget.
  • Works closely County Elected Officials and employees on routine matters, special projects, committees, legislative issues, and citizen inquiries. Represents Commissioners' Office in various meetings, assisting with input and guidance to inform management recommendations to Board and Director.
  • Plans and implements program development and the delivery of services, including plan, organize, coordinate various projects, programs, and services involving diverse administrative operations; administer or manage specific projects, programs and/or services as assigned; recommends and assists in installing improved methods, procedures, and equipment.
  • Conducts research and analytical studies on a variety of programs and issues; coordinates and expedites reports/program information from departmental input; develops procedures and forms; formulates recommendations; prepares reports and correspondence.
  • Coordinates complex and multifaceted projects from inception to completion, including the management and coordination of projects that have countywide impact.
  • Prepares grant applications, including stakeholder coordination, evaluation and assessment process, contract administration, payment processing, and preparing recommendations for Board consideration.
  • Assists in determining financial methods, procedures and costs pertaining to departmental service or program; conducts cost benefit analyses and reviews/prepares financial and statistical reports; coordinates contract arrangements with other organizations and private parties.
  • Confers and communicates with other departments, officials, and consultants to ensure fiscal stewardship and transparency.
  • Collaborates with employees to facilitate successful implementation of new systems and procedures.
  • Promotes, tracks, and measures program information by creating and implementing appropriate data collection, reporting, and/or recordkeeping processes.
  • May serve as a team leader or project manager and serve as staff support to Commissioner-appoint boards and commissions.
Analyst III only:
  • Serves in a lead role within the department's administrative division, which includes but is not limited to, assigning and overseeing assigned employees' day to day work, enforcing policies and procedures, coordinating schedules and time off requests, providing input into employee performance, evaluations, disciplinary action, and employee grievances, participating in interviewing and hiring recommendations, and facilitating training.

  • Ability to interpret and analyze information/data, draw valid conclusions and project consequences of decisions and recommendations while utilizing professional finesse and influence.
  • Ability to collaborate across departments/offices constructively and professionally, across varying personality styles and diverse audiences, and ultimately achieve desired results.
Analyst III
  • Must possess skills required for Analyst I and II
  • Ability to identify and proactively introduce topics that impact business, provide recommendations/course of action, and develop plans and strategies to achieve business needs.
  • Ability to perform independent analysis and make independent decisions based on best practices, business needs, and proven expertise in functional area.
  • Lead presentations, discussions, and cross departmental project teams as it relates to complex or high-profile projects.
  • Ability to utilize finesse and influence in gaining support and recommendations, while maintaining tact and professionalism.
  • Ability to maintain a professional work ethic and ensures sensitive information remains confidential. Ability to use discretion when making decisions and when engaging with the public and colleagues.

Education and Experience:
Analyst I
  • Bachelors' degree in Public Administration, Business, or related field
  • Preferred: Masters' degree in Public Administration, Business or related field
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
Analyst II
  • Bachelors' degree in Public Administration, Business, or related field
  • 3-5 years of local government policy, budget and/or program analysis and research
  • Preferred: Masters' degree in Public Administration, Business or related field
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
Analyst III
  • Masters' degree in Public Administration, Business, or related field
  • 5+ years of local government policy, budget and/or program analysis and research
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
Pre-Employment Additional Requirements:
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class "R" Colorado Driver's License or the ability to obtain one within two weeks of appointment.
WORK ENVIRONMENT:
  • Work is generally confined to a standard office environment.
PHYSICAL DEMANDS:

  • Spends 90% of the time sitting and 10% of the time either upright or walking.
  • Occasionally lifts, carries, pulls or pushes up to 20 lbs.
  • Occasionally uses cart, dolly, or other equipment to carry in excess of 20 lbs.
  • Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
  • Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
  • Visual capacity enabling constant use of computer or other work-related equipment.
