MANAGEMENT ANALYST III | Process Improvement | Hilo Medical Center | Hilo, Hawaii | 100% Full-Time with Benefits

This position is in the Finance Projects and Process Improvement (FPPI) department of Hilo Medical Center on Hawaii Island. FPPI uses process improvement techniques, including Lean, Six Sigma and others, to evaluate and implement finance improvement projects for the East Hawaii region.

Job duties:

  • Learn and use Six Sigma’s Define-Measure-Analyze-Improve-Control problem-solving methodology to realize process improvements, efficiency gains and cost reduction.
  • Capture observations, conduct analysis, test hypotheses and share findings using flowcharts, SIPOC diagrams, Pareto charts, fishbone diagrams, descriptive statistics and data visualizations.
  • Collaborate with report writers and learn reporting software for data extraction and analysis to validate findings, and monitor success.
  • Help develop project charters that convey objectives, deliverables, tasks, resources and timing. Author status reports that foster transparency, accountability, effective decision-making and communication.
  • Participate in Request for Proposal (RFP) and Request for Quote (RFQ) processes, learning how to author requests, develop evaluation metrics and lead meetings to do review and selection.
  • Write and deliver task briefs for contributors that explain their assignment and tasks along with context, objectives, expectations and helpful background information.
  • Carry out small-scale improvement projects with functional managers, staff, providers, internal partners and vendors and hand them off to the process owner.
  • Guide staff through the transition from current state to future state: Prepare user documentation and facilitate training sessions; support staff during implementation.
  • Configure and deploy complementary application software.
  • Prepare compliance documents, including policies and standard operating procedures.
  • Schedule and run in-person and online meetings and focus groups with subject-matter experts.
  • Participate in new project discovery, assessment, selection and prioritization.
  • Maintain and share project information.
  • Deliver concise and informative updates to your manager and peers so they understand your contributions and the status of your work.


Education Requirement:

Bachelor’s degree from a four (4) year accredited college or university.

Excess experience of the type and quality described below, or any administrative, professional, technical, or other responsible work which required a high degree of analytical skill may be substituted for education on a year-for-year basis.

General Experience: Work involving the analysis and evaluation of managerial policies, systems, methods and practices in the development and/or improvement of same.

Specialized Experience: Management analysis experience; (i.e., experience in conducting organizational analysis, work measurement/methods studies, management information systems design and evaluation, and management surveys in order to identify problem areas and develop recommendations for improving the economy, efficiency and effectiveness of a given operation through the proper application of sound methods, principles and practices of management).

Supervisory Experience: Work experience which demonstrated the applicant's knowledge of and ability to apply the principles, practices, techniques and methods of supervision including: (1) planning, organizing and directing the work of others; (2) assigning and reviewing work; (3) advising others on difficult work problems; (4) timing and scheduling work; and (5) training and developing employees.

Substitutions Allowed:

  • Excess Specialized Experience of the type and quality described above may be substituted for General Experience on a year-for-year basis.
  • Satisfactory completion of all academic requirements for a master's degree with specialization in management, public administration, or a related field, which provided knowledge of the principles, practices, techniques and methodologies of management, may be substituted for six (6) months of Specialized Experience.
  • Satisfactory completion of all academic requirements for a Ph.D. degree as described above may be substituted for one and one-half (1-1/2) years of Specialized Experience.

Quality of Experience:

Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The overall experience must have been of such scope and level of responsibility as to conclusively demonstrate the ability to perform the duties of the position.

Medical Examination Requirement

Offers of employment will be contingent on successfully passing a pre-employment examination, which includes drug screen and other regulatory medical requirements such as, but not limited to, a tuberculosis (TB) screen. The cost for drug screening and blood draw for QuantiFERON and Titers, shall be borne by the Hawaii Health Systems Corporation.

Shift Details

Must be available to work shifts, weekends and holidays as necessary based on hospital operations. Services are provided 24/7.
