Administers, researches and analyzes financial and operating activities and procedures. Evaluates findings and assists in preparing specific financial and management reports.
Houston Health Department seeks a detailed-oriented candidate that will function as a Management Analyst II to support the Community Outreach and Engagement team. The MA II will report outreach activities and the outcomes and impact to stakeholders.
DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
  • Researches, analyzes and monitors various financial and management reports.
  • Assists in developing, preparing and evaluating financial and management reports. Identifies and implements solutions and systems necessary to optimize results.
  • Conducts audits and/or needs assessments to identify and document specific financial operating and management procedures and policies.
  • May prepare training material for financial systems and conduct user training. Performs training in related subject matters.
  • May prepare documentation on financial systems and write user procedures.
  • Performs other duties and special projects as requested.
  • Assist with daily and weekly planning and mapping of target areas. Utilizing appropriate software (ex: Arc GIS, Excel, Qualtrics).
  • Evaluation and survey tool development utilizing best practices and toolkits for outreach and engagement.
  • Develop, prepare, and evaluate outreach activities. Reports and visualize data. Identifies and implements solutions and systems necessary to optimize results and impact.
  • Conducts data audits, point in time surveys, and/or needs assessments to identify and document specific planning and outreach operation gaps.
  • Develops surveys, questionnaires, and various tools to evaluate outreach activities.
  • Research, analyze, and monitor various outreach trends and quantitative and qualitative reports.
  • Prepare training material for data management systems and conduct user training for staff within the outreach and engagement unit. Performs training in related subject matters.
WORKING CONDITIONS
Position is physically comfortable; the individual has discretion about walking standing, etc.
MINIMUM EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field directly related to the job.
MINIMUM EXPERIENCE REQUIREMENTS
Two years of professional experience in accounting, budget analysis, finance, public administration or a field directly related to the job are required.
Substitutions: Four years of pertinent professional or para-professional experience may substitute for the education requirement. An Associate's degree in Public Administration, Business Administration, Finance or a closely related field and two years of pertinent professional or para-professional experience may substitute for the education requirement. A Master's degree in a field directly related to the job may substitute for two years of the above experience requirement.**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

GRANT FUND POSITION
Grants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
