Under direct supervision, performs a variety of unskilled and semi-skilled maintenance work in the construction, modification, maintenance, repair and operation of City infrastructure, including streets, structures, stormwater drains, sewer system, water supply and distribution systems, street sign and striping, traffic medians, parks, sports fields, and other City facilities and landscaped areas; and performs related work as assigned.
Supervision Received and Exercised
Receives direct supervision from assigned Senior Maintenance and Utilities Worker and functional supervision from a Maintenance & Utilities Worker III.
Class Characteristics
This is the entry-level class in the public works maintenance series that performs unskilled and semi-skilled duties required to ensure that City infrastructure, systems, and facilities to which assigned, are maintained in a safe and effective working condition and provide the highest level of safety for public use.
Positions at this level are distinguished from the Level II in that the latter is the journey level performing the more skilled duties as assigned, working under general supervision.

The subsequent selection process will include a panel interview and a final departmental interview.

When performing the parks/landscape maintenance assignment:
  • Performs basic preventative maintenance in the areas of landscape, turf, parks, grounds, median strips, on a scheduled basis; including litter removal; graffiti abatement, hard surface sweeping/blowing, leaf removal, mulching, planting, trimming, edging, fertilizing and mowing, and integrated pest management.
  • Performs basic installation and repair of landscape irrigation systems.
  • Performs tree trimming including pruning branches, assists with removing trees safely and efficiently.
  • Performs minor and basic repair to park/playground structures.
  • Assists with the installation and construction of park/playground structures and equipment.
  • Uses appropriate equipment to remove graffiti.
  • Operates a variety of hand and power landscaping tools and equipment, including hand and power mowers, small tractors, spreaders, edgers, blowers, hedge trimmers, weed eaters, chainsaws, rakes, shovels, brooms and other tools.

When performing the facilities maintenance assignment:
  • Performs basic maintenance activities for all municipal facilities including buildings, parks, and fields.
  • Performs custodial activities including sweeping, scrubbing, mopping, stripping, waxing, and polishing floors; vacuums and sweeps rugs and carpets.
  • Cleans, dusts, and vacuums offices, meeting rooms, kitchen areas, and other facilities as assigned.
  • Cleans and disinfects restroom facilities, including sinks, toilets, and urinals; fills dispensers with towers, soap, toilet paper, and other items; washes mirrors, tile, walls, and windows; unclogs drains and toilets.
  • Performs minor maintenance to buildings and adjacent grounds; replaces light bulbs; cleans tables, chairs, and other furniture.
  • Moves and arranges furniture and equipment; prepares rooms and other facilities for special events or meetings as assigned; sets up and assembles chairs, tables, and other furniture and equipment; cleans up furniture, equipment, and debris following events.
  • Locks and unlocks doors, gates, and windows as appropriate; turns lights on and off as needed; maintains security of assigned areas according to established guidelines; sets alarms as appropriate.
  • Reports safety, sanitary, and fire hazards to appropriate personnel; reports need for maintenance and repairs to appropriate authority.
  • Operates custodial equipment such as vacuums, mops, small hand and power tools, buffer/scrubber machines, and other equipment as assigned.

When performing the concrete/asphalt maintenance assignment:
  • Performs basic construction, maintenance, and repair of City streets and roadways.
  • Performs basic asphalt maintenance and assists with more complex work, including demolition and preparation of areas to be resurfaced; applying, raking, compacting, and paving appropriate materials to the surface, and cleaning up area.
  • Participates in the sealing of cracks, including cleaning and preparing surfaces with the appropriate equipment and applying crack sealing material and applicable chemicals to the surface.
  • Assists with concrete maintenance, including attending to trip hazards, demolishing and removing concrete, and forming, pouring, and finishing sidewalks, handicapped ramps, curbs, and gutters.
  • Operates construction and concrete cutting and breaking equipment such as a jackhammer; constructs concrete forms, pours concrete, and assists in finishing concrete and masonry work.

When performing the traffic/graffiti/street maintenance assignment:
  • Installs, maintains, and repairs traffic signs, including making signs, and installing sign posts and signs as directed.
  • Inspects City premises for graffiti vandalism; uses appropriate equipment to remove graffiti.
  • Assists with legend painting and striping of City streets and parking lots using appropriate materials.
  • Manually removes debris and other materials from streets as necessary, removing obstructions from the sweeper's path, and removing objects from other inaccessible areas.
  • Receives and responds to requests from other City Departments, City staff, and the general public for emergency clean-up, including requests to remove debris, garbage, glass, and other materials from accident sites and other areas.

When performing the water systems sewer, and stormwater/drainage maintenance assignment:
  • Performs inspections, and assist with construction, maintenance, and repair activities of City water supply and distribution systems and facilities to ensure safe and efficient access for the public.
  • Replaces water meters, assists with pumps, valves and hydrants replacements.
  • Reads meters and disconnects and turns on service to customers as necessary.
  • Operates specialized vehicles and a variety of light, medium, and heavy equipment related to the maintenance and repair of the City's water, sewer, and storm water system infrastructure.
  • Assists in the Operation and maintenance of the City's close circuit television system and equipment used to monitor and perform preventative maintenance in the sewer system.
  • Assists in the cleaning of sewer lines in the sewer system by means of hydro cleaning and rodding.
  • Notifies residents of system work, which may affect their lines, and cooperates with other agencies on repairs.
  • Performs a variety of duties in the maintenance of drainage structures to ensure efficient drainage, including inspecting and assisting with repairs and replacing structures.
  • Performs concrete and open channel maintenance, including inspecting removing/abating weeds and other invasive vegetation, removing sediments, debris and trash.
  • Assists with repairing stormwater conveyance systems, applying site delineation, best management practices, and erosion control before, during, and after maintenance activities.
  • Keeps in compliance with applicable federal, state, and local water regulatory laws and regulations.
  • Assists with regulatory requirements related to the water system operations and maintenance are met on a consistent and ongoing basis.

When performing all assignments:
  • Operates specialized vehicles and a variety of light, medium, and heavy equipment related to the construction, maintenance, and repair of construction systems and facilities.
  • Operates a variety of hand and power tools and equipment related to work assignment as instructed.
  • Observes safe work methods and makes appropriate use of related safety equipment as required.
  • Maintains public facilities, shop and garage areas, storage sites, and other work areas in a clean and orderly condition, including securing equipment at the close of the workday.
  • Installs street barricades and cones and controls traffic around work sites and special events to ensure safe conditions for the general public and City workers.
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Participates in emergency Public Works repairs and maintenance including work in other sections of the Department.
  • Performs other duties as assigned.

Typical Qualifications
Education & Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to the completion of the twelfth (12th) grade, and one (1) year of construction, landscape, or maintenance experience.
Licenses and Certifications:
Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
Work Schedule: Required to be on-call and to work various shifts (including evenings, weekends, and holidays) for emergencies, special events, and other scheduled and unscheduled work.
Knowledge of:
  • Basic principles, practices, tools, and materials as they relate to the maintenance and repair of infrastructure, facilities, systems, and appurtenances similar to those in a municipal environment.
  • Basic mathematics.
  • Safe driving rules and practices.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff.

Ability to:
  • Learn occupational hazards and safety equipment and practices related to the work, including the handling of hazardous chemicals.
  • Perform basic construction, modification, maintenance, and repair work.
  • Make accurate arithmetic calculations.
  • Safely and effectively use and operate hand tools, mechanical equipment, power tools, and light to heavy equipment required for work.
  • Understand and follow oral and written instructions.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Read, interpret, and apply basic information from manuals, drawings, specifications, layouts, blueprints, and schematics.
  • Follow department policies and procedures related to assigned duties.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Supplemental Information
PHYSICAL DEMANDS
Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.
ENVIRONMENTAL ELEMENTS
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with challenging staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.
