The City of Elk Grove is seeking a Maintenance Technician I/II to join the Public Works Department's Operations and Maintenance division. The ideal candidate has experience working outdoors in all weather conditions performing manual labor, operating equipment, or performing technical repairs in drainage and storm drain systems.

Representative Duties

SUMMARY DESCRIPTION:
Under general and direct supervision, performs both routine and skilled heavy, physical work in a variety of semi-skilled services in area of assignment installing, maintaining, and repairing City landscaping, utility locations, streetlighting, traffic signals, streets, traffic control devices, drainage, and pump station facilities. Performs related work as required.
DISTINGUISHING CHARACTERISTICS:
Maintenance Technician I is the entry-level into the field maintenance class series. Initially under close supervision, incumbents with basic maintenance experience learn City landscape, utility locations, lighting and traffic signals, streets, traffic control devices, drainage, and pump station facilities, use of tools and equipment and a wide variety of practices and procedures. As experience and competence is gained, assignments become more varied and are performed with greater independence. Incumbents may advance to the higher level after gaining the skill and experience which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class. This is an experienced-level position specific to operating a street sweeper but can include the full range of duties of the Maintenance Technician II classification when assigned. May provide technical and functional oversight over less experienced maintenance personnel.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  1. Perform skilled and semi-skilled maintenance duties related to area of assignment, including not limited to, landscaping, utility locations, streetlighting, traffic signals, streets, traffic control devices, drainage, and pump station facilities.
  2. As qualified and assigned, operates, and maintains a wide variety of hand and power tools and equipment including, but not limited to, power operated man-lifts, bucket trucks, scissor trucks, often at heights approaching 35 feet off the ground and observes safe driving and operating practices.
  3. Installs, maintains, and repairs traffic signs and markings in roadways and public right-of-way in conformance with established standards and procedures, including procedures involving mixing and cleanup of paints and thermoplastic.
  4. Assists in the design, fabrication, and assembling of traffic control signs and devices in accordance with established Federal and local standards.
  5. Repairs and maintains roadway and trail structures using a variety of hand tools and mechanized equipment including, but not limited to, shovels, rakes, jack hammers, brooms, tampers, skid steers, dump trucks, vibratory rollers, etc. Work includes breaking, removing, replacing, and cleanup of asphalt and concrete surfaces, patching, crack sealing, and other asphalt and concrete repairs.
  6. Inspects, operates, maintains, and repairs storm collection systems, mains, laterals, catch basins, manholes, pump stations and related structures. Adjusts and operates equipment used in the inspection and cleaning of storm collection systems.
  7. Inspects, cleans, paints, rebuilds, and maintains traffic signals and streetlighting equipment and infrastructure.
  8. Mow, edge, and maintain natural areas, grass, and turf areas using mowers and other specialty turf care equipment. Trim, plant, transplant, irrigate, cultivate, and maintain City landscaping, open spaces, and trees.
  9. Perform routine maintenance and repair of related facilities and amenities. Inspect, clean, and restock restrooms.
  10. Cleans and maintains assigned tools, equipment, vehicles, and shop areas. Maintains and organizes inventory for shop materials and equipment.
  11. Responds to after-hours call outs and emergencies such as vehicle accidents, floods, fallen trees and other hazards when necessary or as required.
  12. May contact residents through various forms of communication methods to inform them of work to be performed.
  13. Performs related duties as assigned.

Knowledge of:
  • Operations, services, and activities of a municipal construction, maintenance, and repair program.
  • Terminology, methods and techniques of construction, maintenance, and repair related to the area of work assigned such as streets, landscaping, traffic control devices, electrical, and drainage systems and facilities.
  • Operation and maintenance of hand and power tools and equipment related to area of assignment.
  • Occupational hazards and standard safety practices necessary in the area of work assigned.
  • Modern office practices, methods, and computer equipment.
  • Principles and procedures of record keeping and reporting.
  • Safe driving principles and practices.
  • Principles and practices of customer service.

Ability to:
  • Perform heavy physical labor.
  • Operate and maintain a variety of hand, power, and shop tools and equipment used in the work.
  • Work in congested traffic conditions; properly placing appropriate traffic control warning devices at the work site such as cones, barricades, and warning devices; flagging and directing traffic flow through construction or maintenance areas.
  • Work on high voltage electrical circuits.
  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
  • Read and interpret maintenance, operation, and construction manuals and specifications.
  • Consult a variety of utility maps, as-built prints, construction plans, and GIS system and other computer mapping systems.
  • Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.
  • Exercise judgment and initiative without close supervision.
  • Understand and follow oral, written and computerized instructions.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Respond to emergency situations and call-outs in off hours within two hours, as required.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

Education, Experience, Certifications and Licenses
Education:
Equivalent to the completion of the twelfth (12th) grade.
Experience:
Maintenance Technician I: One (1) year of work experience as a laborer in construction or maintenance work. Work experience and/or training in work zone safety are desirable.
License or Certificate:
Possession and maintenance of a valid California class C driver's license and a satisfactory driving record.
At the option of the City, persons hired into this class may be required to either possess at entry or obtain within specified time limits, designated licenses, certificates or specialized education and training relevant to the area of assignment. Additional requirements may include, but are not limited to the following:
  • California Class "A" Driver's License with "N" endorsement
  • International Municipal Signal Association (IMSA) Work Zone Temporary Traffic Control Certificate
  • International Municipal Signal Association (IMSA) Signs and Markings Level I Certificate
  • International Municipal Signal Association (IMSA) Traffic Safety Specialist and Traffic Safety Through Work Zones Certificates
  • Industrial Emergency Council (IEC) Confined Space Entry, Awareness and Rescue Certificate

The City's Contribution rates for the 2023 plan year are as follows:
Single: up to $822.37 per month
2-Party: up to $1,644.73 per month
Family: up to $2,138.15 per month
Employees who show evidence of other group health insurance coverage and waive enrollment in a CalPERS health plan shall receive a taxable in lieu cash fringe allowance of $300 per month.

100% City paid for employee and eligible dependents if enrolled in the City's medical plan.
