Job description

As the Legislative and External Affairs Manager, you'll lead the Office of Data and Innovation's (ODI) External Affairs work. You will create and manage partnerships in collaboration with ODI's executive team. You'll work with

  • international partners on engaged democracy initiatives,
  • Native nations,
  • vendors,
  • nonprofits, and
  • external partners to identify where ODI can offer the most service impact.
You'll advance ODI's legislative program as well. You'll counsel executives on legislation that may impact the department. You will be the point person for the Governor's Office, the Legislature, and counterparts at state agencies. Your work will influence ODI's strategic direction.
What you'll do
  • Build, develop, and maintain relationships to help promote ODI's activities and accomplishments
  • Act as the ODI liaison with Native nations, and international affairs
  • Act as the ODI liaison for legislative inquiries and communications
  • Represent ODI before governmental agencies and the public in ODI-related legislative matters
  • Serve as a key advisor to executives on public affairs and private-sector relations
  • Brief executives on trends in external political, social, environmental, sustainability, and technology domains
  • Serve as a key advisor to executives on legislative affairs
  • Develop and apply advocacy strategies to promote ODI's interests
The employee's workstation is located in Sacramento, CA. Travel to the Sacramento headquarters may be required as needed. This position provides telework opportunities in accordance with agency telework policies.

1. Describe your experience working with the California state legislature, or another policy making body, detailing your existing relationships with members (if applicable), your experience with tracking legislation, and your ability to advise executive leaders on how pending legislation may impact program operations.
2. This role requires experience in External Affairs. Please describe your experience with public-private partnerships, whether in a direct or supportive role, or your awareness of the P3 partnership model and how it might benefit an organization such as ODI.
3. Describe your experience leading and managing multiple projects, including delegation, prioritization, accountability, and communication.

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated knowledge of state policies, rules and standards relative to legislative, public and industry affairs within California state government.
  • Knowledge and demonstrated effectiveness in policy analysis, development, and implementation.
  • Skill to manage, lead, and implement new technologies, and address the challenges inherent with organizational transitions.
  • Program administration experience, including communicating program objectives with executive level management, other state agencies, legislative staff, industry, and/or local governments.
  • Experience mentoring and supporting the professional development of employees, while fostering a culture of inclusivity and diversity.
  • Demonstrated cross-functional perspective with the ability to interact and lead coordinated efforts with multiple program areas in an organization, including the ability to foster a big picture perspective at both the staff and executive levels.
  • Ability to appropriately manage confidential and/or sensitive information.
  • Ability to communicate effectively, verbally and in writing, with all levels of staff, management, and executive leadership.
  • Ability to work in a fast-paced environment and to plan, organize, prioritize, and direct the work of multi-disciplinary professional, technical and administrative staff, to ensure operational needs are met.
