Job description

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week.

Under the general direction of the Staff Services Manager II, the Staff Services Manager I (Specialist) ensures that state government has a robust talent development program. The incumbent will design, develop, and deliver training using best practices. The incumbent conducts research and consults with agency and department training program managers, state leadership, and academia to identify California workforce development needs and standards. The incumbent will also deliver a variety of leadership, analytical, soft, and firm skills training on a variety of topics.

What considerations, if any, related to efforts associated with Diversity, Equity, and Inclusion.
  • Describe your experience managing projects, with special emphasis on managing multiple projects at one time. How did you collaborate with team members and stakeholders to ensure the project deliverables were suitable and completed timely? Please be specific.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Experience working in a digitally collaborative environment leveraging technology platforms like SharePoint, Microsoft Teams, Zoom/WebEx
    • Experience designing and delivering training to various audiences using blended delivery modalities (VILT, ILT, CBT, eLearning, etc.)
    • Experience building knowledge assessments and measuring information retention
    • Experience in deploying learning solutions that are accessible and inclusive
    • Experience with Microsoft Suite, to include PowerPoint, Excel, and Word
    • Experience using a learning management system (LMS)
    • Expertise in Instructional Design techniques for adult distance learning
    • Exceptional communication skills, both verbal and written
    • Ability to apply the principles, methods, techniques, and tools for developing, scheduling, coordinating and managing projects
    • Ability to act as change management agent
    • Ability to collaborate and influence stakeholders to maximize training delivery outcomes
    • Proficiency with rapid authoring tools, such as Articulate 360
