JOB DESCRIPTION
To Develop and implement various estimating or cost management activities.
To Serve as team leader (on larger projects) and as the client's main contact for providing cost management services, including invoice validation, cost forecasting, progress measurement and reporting, change management and close out administration, quantity take-off and pricing and assistance with procurement management.

To Serve as team leader (on larger projects) and as the client's main contact for providing cost management services, including invoice validation, cost forecasting, progress measurement and reporting, change management and close out administration, quantity take-off and pricing and assistance with procurement management.
RESPONSIBILITIES
- Oversee the quantity surveying team on offshore and onshore oil, gas and petrochemical projects through all project phases.
- Utilize rhicoms software system, prepare invitations to tender and schedules of prices for major construction contracts.
- Develop schedules of rates and associated preambles for unit rate contracts.
- Develop bills of quantities for bid evaluations.
- Responsible for cost estimating and overall cost forecasts.
- Responsible for post-contract administration including detailed measurement of IFC/AFC drawings and subsequent agreement with fabrication contractor.
- Identify need and reach agreement on star rates.
- Confirm validity of variation order request and claims from contractors.
- Responsible for the preparation and review of change management policies and procedures.
QUALIFICATIONS
- BSc in Quantity Surveying, RICS certification or relevant project / professional experience.
- Over 15 years experience performing quantity surveying duties on both international and domestic projects within the oil & gas, infrastructure and construction industries.
