Summary
The incumbent will serve at the Battle Creek VA Medical Center (BCVAMC) in the Payroll Section of Fiscal Service. The primary purpose of the position is to lead Payroll operations and functions; providing daily and recurring administrative management for the Payroll section. This position reports directly to the Assistant Chief of Fiscal (Payroll Section).

Duties
Major duties include, but are not limited to:
  • Interpreting administrative and technical policies, implementing local policies, defining administrative requirements, and providing advice to top management on related issues. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Distributes workload accordingly.
  • Hears and resolves complaints and grievances from station employees and works to resolve issues. Interviews candidates for positions in the Service unit and recommends appointments and promotions to leadership for section's positions.
  • Plans and distributes work assignments and sets priorities for payroll staff.
  • Uses knowledge of a wide range of VA payroll principles, procedures, and methods; independently providing management and problem-solving support to the overall payroll operation with limited documentation and guidance from higher authorities.
  • Direct payroll related information/support to other Financial Management Section staff located in budget, accounting, and revenue operations as needed.
  • Reviews, analyzes and interprets incoming requests for administrative information, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency policies, budgetary constraints and work priorities.
  • Provides orientation for new staff.
  • Keeps Management informed of the status of on-going projects, administrative reporting
    and other Payroll actions and provides advice on solving complex personnel- related
    problems.
  • Conducts special studies as new issues arise, researches, implements and monitors solutions.
  • Reviews the most complex cases for common themes/situations creating the issue and develops solutions to mitigate and avoid future occurrences.
  • Maintains the ability and knowledge to process the full range of payroll actions.
  • Responsible for understanding and providing guidance to payroll technicians concerning the different retirement systems.
  • Works as a liaison with DFAS as it relates to processing timecards, processing pay and leave adjustments, as well as trouble shooting complex issues dealing with pay.
  • Processes highly complex actions that cannot be accomplished by payroll technicians.
  • Serves as the Record Liaison Officer's (RLO) for the payroll section of Fiscal Service. The RLO will be responsible for the continuing review and disposal (archive) of inactive records upon expiration of retention limitations, properly preparing records that must be stored.
  • Performs other related duties as assigned.

Work Schedule: Monday-Friday, 8:00am-4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework 1-2 days per pay period.
Virtual: This is not a virtual position. You will report on station at BCVAMC.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extensive knowledge of the Veterans Administration Time and Attendance System (VATAS) as well as Defense Finance and Accounting Systems; local station payroll operations and the unique payroll and accounting functions performed at a centralized level; working knowledge of accounting and operating principals; analyze a wide variety of reports identify trends; knowledge of accounting and other financial management technical methods, techniques, precedent cases, and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary, although at times may require some standing, bending,
walking, carrying of light items such as paper, books, files, boxes, etc. No special physical demands are required to perform the work. The work requires long periods of time utilizing and personal computer and data entry.
