Community: Contra Costa County

Office Location: Richmond, CA (up to 50% hybrid role of in-person and remote)

Compensation: $71,958/annually, generous benefits package

Fresh Lifelines for Youth is an award-winning non-profit whose mission is to partner with youth to unlock their potential, disrupt the pipeline to prison, and advance justice in California and beyond. By 2030, through partnering with young people, communities, and systems, FLY will contribute to the fight for equity and justice by taking concrete steps to dismantle California’s pipeline to prison, equip 30,000 youth to transform their lives, and create meaningful opportunities for them to live healthy, free, and productive lives. FLY is currently operating in Santa Clara, San Mateo, and Alameda counties and expanded into Contra Costa County last fall.

Program Summary

FLY’s 13-week Law Program builds agency and self-advocacy in youth through legal education workshops that cover topics such as knowing my rights, civic engagement and three strikes, property crimes, substance use and well-being, sex and consent, and gangs and community. These workshops are led by trained FLY facilitators who aim to create a co-learning experience with the support of media, activities, and discussion. FLY captures youth interest with valuable information about the deep and complicated history of the justice system and how it affects their lives. With this understanding, youth discover and discuss ways to navigate the system, while building their skills to make choices that align with their values and influence systemic change. Program components include legal education workshops, field trips to local law schools, and a recognition ceremony to celebrate each youth for completing the program. 

 

The Leadership Training Program is a 10-month program for youth who are interested and motivated to become changemakers in their communities. Youth are identified based on their needs for support, particularly around education, legal advocacy, social support, and safety. Program components include a wilderness retreat, fun events, service learning, and Leadership development coaching. The Leadership Program leads to decreased justice system involvement, increased educational attainment, and increased social-emotional learning for youth in the program.

 

Law and Leadership Programs Manager - Position Summary

The Programs Manager oversees and manages the expansion of the Law and Leadership Programs in Contra Costa County. This position focuses on executing program and grant-mandated deliverables through the implementation of our Theory of Change. This position will manage and cultivate collaborative relationships with school, community, and system stakeholders and partners to achieve program goals and outcomes. This position also oversees the recruitment, training, and management of volunteers at multiple law-related education sites and facility sites across the county. Over the course of program scale-up, this position directly supervises three full-time staff and oversees two program models containing a total of four staff. 

 

Position Responsibilities

Oversee and Manage Programs 

  • Responsible for day-to-day managing of the Law and Leadership Programs and meeting of all program and grant-mandated deliverables and outcomes

  • Oversee the planning and logistics for program events including field trips, volunteer training, positive events, service learning activities, leadership retreats, and Leadership training opportunities to support the youths’ development

  • Collaborate with FLY’s county leadership and youth voice department to ensure youth receive effective leadership coaching and development; and directly facilitate leadership development activities, as needed

  • Support program growth which includes developing new youth referral pipelines and establishing new Law Program sites

  • Conduct regular site, event, training, and case management visits providing relevant feedback to volunteers and/or staff and quickly connect with and engage youth in FLY’s programs

  • Manage comprehensive budgets for all program needs, ensuring compliance with government and foundation grants and contracts 

  • Develop, revise, and document policies and procedures for programs, as needed

  • Facilitate FLY’s Law-Related Education curriculum at assigned sites, as needed 

Program Staff Supervision and Performance Management 

  • Hire, supervise, coach, and evaluate a team of direct reports: Law Program Site Manager, Leadership Program Lead Case Manager, and Law and Leadership Programs Coordinator; oversee one indirect report, Law Program Evaluation Specialist

  • Lead weekly team meetings and 1:1 meetings with direct reports to ensure cohesion among team members and provide guidance, oversight, and feedback 

  • Develop training plans and trainings for staff in collaboration with the Director of Growth and Talent team 

  • Conduct annual and 90-day performance reviews and professional development plans in collaboration with direct reports and regularly review work-product to provide staff with appropriate feedback

  • Actively participate and, in some cases, lead efforts for general staff development and training, as needed (i.e. special task force meetings, creation of policies and procedures, etc.) 

     Oversee Law Program Volunteer Management and Facilitator Trainings 

  • Actively work to broaden Law Program’s volunteer recruitment base, review current recruitment plan, and adjust accordingly to the current volunteer climate 

  • Lead, implement, conduct, and oversee training of volunteer facilitators, including setting the tone, pace, and setting a safe learning environment ensuring that trainings run smoothly and efficiently

  • Design and update training curriculum for all prospective and lead program facilitators including creating agendas, updating and/or creating training content, assigning sessions to program staff; facilitating trainings with county program staff, as well as returning lead facilitators when possible 

  • Oversee the management of volunteer paperwork, including reviewing volunteer paperwork reports from our internal database to ensure all documents have been submitted, ensuring paperwork is processed and properly filed

  • Provide support and effective crisis management for volunteers, staff, and youth before, during, and after program time, including helping volunteers support program youth through difficult issues such as teen pregnancy, substance use, reincarceration, abuse, trauma, etc. 

  • Participate in volunteer interviews with the program team, as needed 

Collaborate with Stakeholders and Community Partners

  • Attend and actively participate in school, systems, and community events, meetings, and committees to understand the needs of the community in which the youth live and to participate in opportunities to engage youth in advocacy work that aligns with the county and program systems change focus 

  • Lead the programs in identifying and partnering with community-based organizations or companies for the purpose of resource distribution, community building, and youth-led advocacy work

  • Develop and maintain relationships with schools, community-based organizations, and system partners to recruit youth and to ensure access to resources and opportunities for youth to elevate their voice in the community 

Prepare Grant Reports and Program Audits 

  • Compile relevant data and complete monthly, quarterly, and year-end grant reports for program funding sources 

  • Maintain accurate, organized, and up to date records of all program and grant components

  • Train and support program staff in their roles and responsibilities for audits 

Other duties as assigned and needed. 

Note: Many FLY events and activities occur during evenings and weekends and require flexibility in staff schedules. Some travel between counties will be required.

This position is a full-time, exempt role at a rate of $71,958/annually with differential pay options based on an advanced degree and, when applicable to the role, speaking another language. Our Total Rewards Package also includes the following:
