Description
The Landfill Environmental Manager is responsible for managing Landfill Environmental activities. Responsibilities include coordinating with staff to scope budget requirements for engineering, environmental, and contingency action areas of responsibility; compiling, analyzing, and interpreting monitoring data for all statutorily required reporting and planning; preparing and maintain plans for any environmental remediation, or emergency response needs and identify areas for improvement. This is a hybrid-remote position. Incumbent will typically be expected to report to the Landfill site 10 percent of the time (approximately 2 days per month). Remaining hours may be satisfied by working from an approved home office. Additional on-site hours may be requested during emergencies or times of significant site activity.
Job Duties

1. Coordinates with Landfill Superintendent and Department Head to scope budget requirements for engineering and environmental monitoring contracted services and associated construction projects.
2. Compile, analyze, and interpret monitoring data from and provide professional certification and reporting for monthly, quarterly, and annual statutorily required analysis of groundwater quality, leachate composition, landfill gas emissions and stormwater.
3. Supports facility operations through preparation of plan drawings, CAD files, 3D modelling, and survey data interpretation/calculations.
4. Support contracted engineering services in preparation of construction plans and budgeting.
5. Coordinate with consulting environmental professionals to facilitate large-scale studies and assessments.
6. Serve as facility subject matter expert in matters relating to facility geology and hydrology including groundwater quality, migration, contamination plume modelling and risk factors.
7. Prepare and maintain, in tandem with Landfill Superintendent, plans for contingency action, industrial solid waste management, stormwater pollution prevention, financial assurance, environmental monitoring, landfill O&M and leachate O&M.
8. Prepare application for and obtain, in cooperation with Landfill Superintendent, all permits necessary to operate the facility.
9. Prepare and execute work plans for any environmental monitoring system modification, environmental remediation, or emergency response issues on-site according to the contingency action plan.
10. Performs other duties of a similar nature or level.

Qualifications
Bachelor's degree in related field and 5 years of relevant experience in the field of geology, hydrology, or environmental engineering with an emphasis on groundwater monitoring systems, or any equivalent combination of education and experience acceptable to the hiring authority.
LICENSING REQUIREMENTS:
MPCA Landfill Operator/Inspector Certification, SWANA Manager of Landfill Operations (MOLO) Certification, and Certified Professional Geologist/Engineer.
