Description
The Parks and Recreation and General Service Departments have an immediate opening for two (2) full time, year-round shared labor truck drivers. These two openings are due to recent internal promotions. For nine months (spring-fall) employees will work in the Cemetery Division of the Parks and Recreation Department and three months (winter) with the Highways Division of the General Services Department. Overtime is a requirement and a CDL-B with air brake endorsement is a requirement, or the ability to obtain within 6 months of employment.

Job Summary: Performs work involving laboring and operating dump trucks, and other moderately complex construction equipment involving the construction, repairing, cleaning, and maintenance of City streets, sidewalks, water, drain, sewer systems, parks, trees; performs traffic control duties; performs minor repairs and maintenance on equipment; May be required to operate truck and trailer to move equipment from one job site to another. Requires overtime.
While working in the cemetery division will perform work involving the grounds maintenance for cemeteries; including mowing, trimming, weeding, raking, shoveling, planting flowers, sweeping and pruning trees and shrubs. Responsible for interment process; including grave preparation, setting up lowering devises and assisting families with this process. Responsible for setting grave markers as well as installing foundations for headstones. Also preforms general maintenance for small equipment and tools.
During the time in the Highway Division the employee will assist with snow plowing/removal and related duties. They will be operating a six wheel dump truck with plow wings and a sander, sidewalk tractors and bobcats as part of winter operations.
Examples of Duties
(All responsibilities may not be performed by all incumbents.)
Performs tasks involving physical labor to include but not limited to the following job tasks listed below.
Operates dump trucks and other moderately complex construction and maintenance vehicles and equipment in order to transport material and perform maintenance activities.
Performs plowing and snow removal from roadways and walkways during winter months; applies salt and/or sand to roadways to maintain public safety; may operate backhoe or loader to fill trucks with salt and/or sand for road application. Shovel snow from hydrants in winter.
Retrieves and transports supplies, parts, tools, equipment, and machinery; operates light and heavy trucks.
Assists with traffic control at road construction sites by directing traffic and assisting other equipment operators in maneuvering equipment.
Performs road and right-of-way repair and maintenance activities such as shoveling, raking, hauling, mixing, digging, picking up materials, debris and dirt, and patching potholes.
Operate a jackhammer to cut pavement for utility repairs. Running a hand compactor to compact gravel and cold patch and operate at dump truck to haul materials to and from the site.
Assists with repairing drainage systems such as constructing catch basins, manholes and repairing drain lines of concrete, plastic and metal.
Assists with relaying sewer services, including shoveling trenches, laying pipe, repairing pipe, repairing sewer manholes. perform masonry work, setting catch basin and manhole frames and grates; assist with TV equipment for main line and lateral work.
Assists with relaying and repairing water services, repairing water mains, installing hydrants including flagging, laying pipe, shoveling sand, gravel and stone in the trench, Run a mini-vactor cleaning out water gate boxes. Inspect water gate valves and curb stops. Pump, test, inspect, paint, clear brush, clean and fill out report on hydrants. Shovel snow from hydrants in winter.
Fabricates, erects, and repairs street and traffic signs and their posts.; prepares signs and barricades for parades and other special events.
Paints various lines and other markings such as stop bars, crosswalk boundaries, handicap symbols, directional arrows, parking spaces, and indicator words such as "SCHOOL" and "ONLY"; maintains painting equipment.
Performs regular maintenance on equipment such as checking oil and fluid levels, checking tire pressure, and checking belts; repairs problems and/or calls repair service to keep equipment in good working order.
Performs grounds maintenance work such as mowing, trimming, weeding, irrigating lawns, raking, fertilizing, shoveling, sweeping, and pruning trees; maintains and repairs brickwork, concrete areas, roofs, and other similar fixtures and buildings.
Paints interiors and exteriors, and repairs buildings and their fixtures as necessary.
Maintains playing fields, which includes drawing chalk lines, scarifying and dragging sanded areas, mowing lawn areas, and removing litter and debris; sets up and takes down recreational program equipment such as soccer goals, bleachers, hockey rink boards, and hockey goals; maintains ice skating ponds by shoveling, planing, and flooding.
Maintains cemeteries, which includes laying out graves on lot, opening and filling graves, dressing graves with artificial grass, maintaining lots and markers, pouring foundations, and repairing monuments.
May supervise co-workers and part-time seasonal employees.
Overtime is required of all positions within this class specification.
Performs other related duties as assigned.
Typical Qualifications
Education and Experience:
High school diploma or GED, six months of experience as a laborer or truck driver or any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.
Licenses and Certifications:
Valid New Hampshire Class (B) Commercial Driver's License with air brake endorsement.

Benefits Summary
BENEFLEX PROGRAM SUMMARY (Effective July 1, 2023)
Employee compensation consists of two parts - direct wages and benefits. The City of Concord provides a "flexible benefit plan" or "cafeteria benefit plan" known as "BENEFLEX". This plan offers a range of benefit choices in the areas of: Health Plans, a Dental Plan, Life Insurance, a Medical Flexible Spending Account, a Dependent Care Reimbursement Account as well as Accident/Sickness (Disability) Plans.
The City provides each full-time employee with benefit dollars, subject to annual City Council appropriation, for use in purchasing both medical and dental benefits, based on Federal eligibility guidelines. The exception to the Federal eligibility guideline falls under Healthcare Reform's Affordable Care Act with regard to adult dependent children between the ages of 19-26. The Affordable Care Act requires employers offering dependent coverage to cover adult children between the ages of 19-26, regardless of student status. Selection of additional benefits, such as a medical plan with a more expensive premium, flexible spending accounts or increased life insurance, may be paid for through payroll deduction on a pre-tax basis. If there is money left over from an employee's benefit dollars after benefit selection, it is treated as taxable income. Benefits take effect on the first of the month following 30 days of employment. An orientation/enrollment session with a full explanation of the Beneflex plan and its options is held once each month for new employees.
Because of the tax implications, this type of a benefit program is governed by Section 125 of the Internal Revenue Service Code. The Beneflex "Plan Year" is July 1 through June 30. After initial new employee enrollment, changes in benefit selections are only allowed during the group re-opening period just prior to each plan year, within 30 days of a birth, adoption, death, marriage, divorce, a change in the employment status of the employee or employee's spouse or within 60 days of a loss of Medicaid coverage or loss of coverage under the Children's Health Insurance Program (CHIP).

The City of Concord continuously strives to offer comprehensive, responsive, and flexible health benefit plans and programs. All full-time employees and City-insured spouses are eligible to participate in the City's Wellness Program.
In partnership with its insurers, the City of Concord is pleased to offer employees a unique opportunity to improve their overall health and create a healthier lifestyle. Wellpoints earned the previous Wellness year (May through April) will be awarded during the City's open enrollment period, typically held during the month of May. If an employee does not need the additional wellpoints to purchase medical insurance, they may be used for other aspects of the Beneflex program.
