SALARY RANGE: $71,328 - $93,618

HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day)
DEADLINE:
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
The Labor Relations Administrative Manager is responsible for planning and administration of all support activities for Labor Relations. Responsibilities include but are not limited to: financial planning, budget analysis, inventory control, safety compliance, space planning, HR Liaison, Kronos Coordinator, FMLA Coordinator, and co-managing all support staff. Also, operate as the Data Owner of the DAN module in PeopleSoft. Duties include maintaining and preserving accurate database information, running query reports, monitoring access roles of NYCT & MTA Bus employees to the DAN module and provide DAN training as Subject Matter Expert (SME) in conjunction with HR Training, on as-needed basis. Act as liaison with MTA IT, handling all computer-related matters (software/hardware) impacting the Office of LR. In addition, this role is responsible for supporting Labor Relations executive team, specifically the Deputy Chief Labor Relations (DCLR), ensuring confidentiality on all matters. Act as liaison between the DCLR and individuals at all levels, both internal and external environment. Conduct research, handle information requests and facilitate the timely response to Executive Correspondence (President's Office, MTA HQ) from the IG's Office, Governor's Correspondence Office. Perform Ad-hoc special projects and prioritize critical issues.
RESPONSIBILITIES:
• Manage the day-to-day operations of the DCLR providing confidential high-level executive and administrative support for both LR. Act as liaison between the DCLR and individuals at all levels of the organization (internally/externally). Conduct research, handle information requests and facilitate timely Executive Correspondence. Perform Ad-hoc special projects and prioritize critical issues. Assist the DCLR in all aspects in LR processes. Delegating support staff for the assurance of an efficient business office environment for the DCLR.
• Manage the planning and administration functions for the Office of Labor Relations relating to financial planning, budget analysis, inventory control, safety compliance and space planning. Develop annual operating budget, administer, and analyze OTP and personnel budgets, monitor purchase controls, design organization charts, identify and define financial needs. Direct LR's safety programs to ensure policy compliance and provide quarterly Safety reports to the Office of System Safety. Oversee the facilities for the Pre-Arbitration and Arbitration Suites and movement of staff's work location.
• As Data Owner for the DAN module in PeopleSoft, duties include maintaining and preserving accurate database information such as deleting incorrect/duplicate entries, running query reports, monitoring access roles of NYCT & MTA Bus employees to the DAN module and provide DAN training as Subject Matter
Expert (SME) in conjunction with HR Training, on as-needed basis. Act as liaison with MTA IT relating to all computer-related matters (software/hardware) impacting the Office of LR
• Supervise LR support staff and administer workloads. Identify personnel needs and staffing patterns. As HR Liaison, coordinate personnel administration related to recruitment and promotions. Also, as LR's Kronos Coordinator, assist staff in timekeeping and payroll issues and update employee-supervisor information. Assist LR staff relating to FMLA leave submissions.
• Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

KNOWLEDGE, SKILLS, AND ABILITIES
• Demonstrated experience with Labor Relations.
• Knowledge of HR/LR related policies, rules and regulations and collective bargaining procedures,
• Knowledge of budget analysis and preparation of oversight of financial expenditures.
• Knowledge of NYC Civil Service Systems
• Excellent communication and interpersonal skills.
• Excellent organizational and presentation skills.
• Demonstrated ability to work with all internal levels within a given organization.
• Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor's Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
• Demonstrated ability to work in a high-profile, high-pressure environment effectively.
• Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
• Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
• Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
• Demonstrated analytical capabilities and quantitative skills.
• Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook
EDUCATION AND EXPERIENCE:
REQUIRED
• Bachelor's degree in Public Administration, Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience may be considered in lieu of a degree.
• Minimum 5 years related experience.
• 2 years of managerial/supervisory experience
PREFERRED
• Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
• Attainment of or in the process of attaining specific functional licenses or certifications in area of specialty if applicable.
• Familiarity with the MTA's policies and procedures.
• Familiarity with the MTA's collective bargaining procedures
