POSITION OVERVIEW
In support of the Department of Homeland Security, Science & Technology Directorate, this position will provide the necessary security for information sharing, develop a plan for public information transparency, and archive records long-term to comply with the National Archives and Records Administration (NARA) requirements. The S&T information environment has grown dramatically and requires an overarching Knowledge Management plan. DHS collects three levels of information: public, restricted, and classified. The Restricted category is the most prevalent within DHS S&T and the program office will be required to work with S&T information contributors to identify, secure, share, or archive information correctly.
JOB RESPONSIBILITIES:
- Creates instructional and training materials about KMO resources and priorities.
- Conduct training and utilization overviews of publication, data repositories, and knowledge exchange technologies for impact on deliverables and capability transitions to DHS customers.
- Assisted the KMO Director in best practice implementations and policy recommendations from the Public Access Advisory Group (PAAG) and other KMO-led groups.
- Support developing, implementing, and enculturating the organizational Knowledge Management framework, strategy, policies, process, and procedures.
- Conducts KMO-based research of library resources, plus information and data from DHS research outputs to create curated matrices and lists.
- In collaboration with the DHS Library, create Library Guides for KMO-specific resources and services by highlighting internal and subscription-based resources needed by KMO customers.
- When needed, attend various information-science and library-focused meetings with OSTP and other collection-specific groups.
- Consult with the KMO Director on all information science and library-based initiatives and projects.
QUALIFICATIONS:
Required Qualifications:
- BA/BS and 10+ years of relevant experience or MA/MS and 5+ years of relevant experience.
- Eligibility to obtain DHS Fitness
- Active Secret Clearance

- Expert attention to detail in written and verbal communication, including grammar, formatting, and copy editing.
- Ability to work on multiple tasks, including prioritizing, tracking, follow-up, and follow-through to task completion.
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, proven results-oriented, problem-solving abilities, and function productively in the face of new assignments and the re-prioritization of existing assignments.
- Experience providing guidance, feedback, and consulting services to senior-level leadership.
- Flexibility/adaptability to work in a fast-paced environment and creativity to propose upgrades and new ideas to enhance processes and tools.
- Experience supporting DHS components and agencies operationally and/or through project management.
