Job description


PURPOSE:

Assists with administering local and wide area networks, including the City of Ashland LAN and Ashland Fiber Network (AFN); responsible for data center and infrastructure hardware and cabling plant; configures, installs, maintains, repairs, and upgrades network, security, and server systems; implements organizational data security and compliance policies; coordinates day to day IT requests; provides secondary technical and user support; and performs other work as assigned.

DISTINGUISHING CHARACTERISTICS:

This is a junior level, professional classification that is responsible for performing analytical duties in support of centralized local and wide area network operations, using multiple platforms and network systems.

The duties listed below are only intended as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related and/or a logical assignment to the classification.

Assists with administering the City's local area networks and network management systems; monitor and optimize network performance; responsible for network design, operation, and support: switches, cabling, wireless access points, servers (physical and virtual), VoIP telephony, software, etc.; perform day-to-day projects including, but not limited to networking, security, and documentation.

Assist with supporting and maintaining the Ashland Fiber Network; serve as backup for CMTS (cable modem termination system) router and Linux server maintenance, support the operation of customer cable modems on the hybrid fiber-coax (HFC) network, and make security and network topology decisions.

Ensure that routine network maintenance is performed; lead and direct the work of technicians as assigned; troubleshoot network issues; install and maintain network services and systems; administer hardware and software maintenance contracts; audit log files ensuring integrity of all switches, routers, and servers.

Advanced server and security administration; provide second-tier (advanced) trouble-shooting and customer support to backstop Help Desk technicians.

Analyze technical problems and customer needs by meeting with users; design and implement solutions to meet these needs; research and evaluate available hardware and software options and make recommendations regarding upgrades, acquisition, and disposal.

Write, follow, and/or update procedures and documentation relating to area of expertise; track, document and report City network performance relating to areas of expertise.

Assist and support team performance; work cooperatively and professionally with other team members; communicate effectively in a positive manner and provide positive support to internal and external customers; participate in departmental strategic planning processes as assigned.

Design, install, and support indoor and outdoor wireless solutions to provide network connectivity to City staff, Ashland Fiber Network customers, and the public.

Follow all safety rules and procedures established for work areas.

AUXILIARY JOB FUNCTIONS:

Maintain proficiency and certifications by attending training conferences and meetings, reading material and meeting with others in areas of responsibility.

Perform other work as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION, TRAINING AND EXPERIENCE:

Education: Possession of a bachelor's degree with major coursework in computer networking or a related field.

Experience: A minimum of two (2) years of professional informational technology experience.

Substitution: Any satisfactory equivalent combination of education, training and experience that demonstrates the knowledge, skills and abilities to perform the duties of the job proficiently may substitute for the above requirements.

Special Requirements: May be required to demonstrate knowledge and proficiency in the use of specific network platforms, hardware, and/or software.

Desirable Qualifications: Certification as a CCNA, CCNP, or CCIE is desirable; experience as a Linux system administrator is desirable; experience with VMware is desirable; Microsoft System administrator experience and Microsoft 365 administration is desirable; experience with firewalls and security systems is also desirable.

SPECIAL REQUIREMENTS:

License: Possession of, or the ability to obtain and retain, an Oregon driver license by the time of appointment.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

Methods and techniques of installing, configuring, securing, maintaining, and administering network equipment, Ethernet cabling, fiber optic cabling, coax cabling, 802.11 wireless devices, servers, hardware, and software.

Administration and support of Cisco IOS, SNMP, Microsoft Active Directory, AD Group Policies, DNS, DHCP, OSPF, BGP, Microsoft Office, Visio.

Principles and practices of computer science, information systems, and data security.

Principles and practices of local and wide area network administration and TCP/IP networking.

The use of network design and development tools.

Methods and techniques of network configuration and routing.

Principles and techniques of systems analysis.

Practices and techniques of data integrity and version control.

Operational characteristics of network environments and associated hardware, software, systems, and related components.

Pertinent federal, state, and local codes, laws, and regulations.

Modern office procedures, methods, and equipment.

Willingness to learn new technologies and platforms.

Ability to:

Obtain necessary security clearance, certifications, and compliance. Maintain confidentiality appropriate to the handling of sensitive and/or legally-protected data and organizational intelligence.

Diagnose and resolve network hardware and software problems beyond the basic level.

Detect, isolate, and resolve system and network problems using logical and methodical processes.

Operate a wide variety of computer and network equipment.

Provide advanced technical support in the implementation and maintenance of networks.

Create various reports, charts, diagrams, and other materials from multiple layers of data.

Read, interpret, and apply technical publications, manuals, and other documents.

Provide technical support for network design and development projects.

Interpret and apply City and department policies, procedures, rules, and regulations.

Assist and support team performance and work cooperatively with other team members.

Maintain a professional demeanor and provide positive support to internal and external customers.

Communicate effectively, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.
