SUMMARY OF COMPANY

Southwest Shipyard, LP provides gas freeing and cleaning services, steaming and flaring services, Barge and boat repair, Surface preparation and painting, water treatment and new construction services to the commercial and government marine industry. Southwest Shipyard owns and operates four (4) shipyards in South Texas with direct deep-water access to the Gulf of Mexico. JOB SUMMARY

This position is primarily responsible for assisting the Project Manager and Division Leadership with development of project budget estimates, reviews design consultant’s construction cost estimates, prepares analysis for project estimator, and prepares estimates of scope changes prior to their initiation and assists with cost optimization of changes under consideration. This position works closely with members of operations and the project team to ensure success in the bid proposal and award process, as well as analysis of project schedule to ensure adherence and timely completion.

RESPONSIBILITIES

  • Analyze blueprints and other documentation to prepare time, cost, materials, and labor estimates.
  • Review and interpret project plans and specifications.
  • Work in conjunction with Team to prepare an accurate bid proposal.
  • Estimates the cost of new and proposed products and services in the assigned areas, or projects.
  • Generate project budgets, submittals, equipment requirements, purchase orders, material lists, and manpower requirements.
  • Attend pre-bid meetings held with potential clients.
  • Represent the company to subcontractors through management of the estimating process, including solicitation of bids and constructability input.
  • Complete final assembly of estimate for presentation.
  • Understand awarded project contracts to ensure the Company’s responsibilities and scope of the work.
  • Ensure processes are followed from pre-bid until completion.
  • Manage timely response of phone and electronic communication to all stakeholders associated with project.
  • Monitor progress, requisition change orders, and identify any potential risks.
  • Confer with project team, engineers, architects, customers, contractors and subcontractors on changes and adjustments to cost estimates.
  • Analyzes changes to the projects and services provided, assist with Change Orders as required.
  • Provides detailed reports that will include breakdowns of project costs and forecasts of remaining costs.
  • Documents data and statistical procedures used in conducting cost analysis.
  • Assists the Project Manager with development of the project schedule early in the project initiation phase.
  • Reviews Plans & Specifications; interviews Project Manager and Superintendent and develops preliminary schedule.
  • Reviews initial schedule with Project Manager and Superintendent and incorporates changes as necessary.
  • Updates the schedule regularly during project design development.
  • Reviews consultant engineers’ schedule and assists with assessment of the design status.
  • Reviews bidders’ schedules and provides comments to Project Manager.
  • Reviews Contractor’s schedule submittals and prepares an analysis report for the Project Manager assessing the conformance with the requirements in the Project.
  • Maintains Project Schedule submittal working file, identifying the need for (and validity of) recovery schedules.
  • Assists the Project Manager with tracking lost workdays due to weather or unforeseen work stoppages.
  • Review of the project documents for value analysis suggestions.
  • Preparation and pricing of value analysis suggestions.
  • Prepare budget comparisons between current and previous estimates.
  • Adhere to and ensure that all work activities are performed in accordance with established safety and environmental standards, regulations, and policies.
  • Perform other related duties as assigned.

MINIMUM JOB REQUIREMENTS

  • Ability to interpret blueprints, drawings, plans, and specifications.
  • Must be proficient in English and be able to communicate effectively with others; Bilingual English/Spanish preferred.
  • Ability to multitask, learn quickly, and meet deadlines as needed.
  • Strong attention to detail, with a strong focus on quality and customer satisfaction.
  • Self-starter who can operate without direct supervision, with a strong sense of urgency.
  • Ability to effectively communicate in a professional manner.
  • Ability to manage time and tasks effectively and efficiently.

PHYSICAL / MENTAL REQUIREMENTS

The employee must be able to perform the essential functions of the job with or without reasonable workplace accommodation.

The individual must also be able to wear and properly utilize appropriate personal protective equipment (PPE) to work or visit within areas where it is required. This includes hard hat, safety glasses, life vest, respirators, ear plugs, steel toed shoes, personal flotation devices (PFD’s), or other protective equipment as required by the work performed and location the work is being done.

In addition, Employees in this position must also be capable of:

  • Walking, stepping, climbing, or otherwise moving from one location on the job site to another, which may be of varying heights and access parameters.
  • Standing, stooping, bending, crouching, kneeling, squatting, climbing, crawling, or sitting for long periods of time.
  • Repetitive movements by feet, shoulders, arms, wrists, hands and back in performance of work.
  • Climbing stairs, and/or vertical ladders of varying heights.
  • Working in confined work areas and/or elevated heights.
  • Lifting objects of minimum of 10lbs, with maximum single-person lift limit of 50lbs, with frequent lifting and carrying.
  • Adapting to temperature changes, outdoor conditions, and prolonged exposure to dusty, wet, or humid conditions, loud noises, and vibration.
  • Visually inspecting equipment and verifying information, often in small print.
  • Driving and/or operating heavy machinery safely and be alert and aware of surroundings at all times.
  • Applying sideways/upward/downward pressure to tighten and loosen hardware.

EXPERIENCE & QUALIFICATIONS

  • Bachelor's degree in Construction Management, Engineering, Business, or another relevant field.
  • Experience with Critical Path Method (CPM) fundamentals including developing a CPM resource loaded schedule.
  • Minimum 1-3 years’ experience in Shipbuilding or Marine Services Industry preferred.
  • Intermediate experience with Microsoft Office Suite: Excel, Outlook, Word, etc.
  • Demonstration of basic mathematical skills (add, subtract, multiply and divide in all units to measure, using whole numbers, common fractions, and decimals); ability to compute rate, ratio, and percent preferred.
