Human Resources Assistant Manager (Japanese Conversation)
An international manufacturing company is seeking a qualified Human Resources Assistant Manager who has experience in HR for 3+ years, especially in the field of benefits, recruiting, payroll, employee handbook, on-boarding and etc.
MUST have Japanese business conversational skills.
The company has 80 years of history and sold at major Asian grocery store.
Location: Chino, CA (must commute to the office everyday)
Direct Hire/ Non-Exempt
Salary: $25.00-$30.00/hr
Title: Human Resources Assistant Manager
Business Hour: Monday to Friday – 8:00am-4:35pm or 9:00am-5:35pm

Summary
An HR Assistant Manager is responsible for completing a variety of tasks to support the daily operations of the HR department. The duties include comparing HR laws to current policies and procedures, drafting templates for HR documents and working with other members of the department to oversee the hiring and onboarding process for company employees.
Job Description
Recruitment & Onboarding for Employees
- Manages recruiting efforts of non-exempt positions, exempt positions.
- Recruits, arrange the interviews with hiring manager.
- Prepares offer letters and New Hire Information
- Plans and conducts new employee orientation to foster positive attitude toward company goals
Temp. Staff Agency
- Every Monday, calculate each associates' actual work time according to the time sheet. report to each agency
- Communicate to agencies and update any change
- Receive the Invoices and match with Excel
- Contract agreement, Renew, Terminate to agencies
- Communicate with Production team and manage to keep the associates for all the shifts required.
HR Analysis and Information Management
- Manages and maintains the HR information, accurately enters new hire critical information, i.e., salary, title, reporting manager, changes to benefits, salary, etc.
- Maintains integrity of record keeping for all employees
Employee Relations
- Handles employee relations matters including performance improvement plan development, investigations and exit interviews
- Specializes in both local employment law, company policy, and ensure the accurate and efficient handling of all incidents related to the employee experience
- Develop an effective, proactive plan that improves the Labor environment as well as guide strategic choices for employees
- Own the time and attendance system for the site including the technology used to manage it
Maintain and seek the employee’s benefit plan activities and coverage.
- Plan and arrange the educational and required training for the employees.
- Plan and arrange the activities for employee’s welfare.
- Consulting with the employer and identifying employment needs
- Taking appropriate disciplinary action against employees who violate rules and regulations and addressing employee grievances.
- Drafts and implements the organizations staffing budget, and the budget for the human resource department
Compliance
- Oversee compliance audits, Conduct periodic business compliance risk assessments and mitigation plans
- Provide responses to compliance-related requests from prospective investors and partners
- Lead compliance incident response, investigation and resolution
- Evaluate budget and expenses associated with compliance initiatives and programs
- Act as the primary contact for regulatory authorities and reporting
- Provide periodic reports on performance of compliance programs to executive management.
Payroll / 401K
- Conduct performance and salary reviews
- Report payroll information to CPA for each Payroll
- Manage and report 401K
- All the information update to 401K system
Other related jobs will be assigned.
Job Requirements
- Minimum of 3+ years of Human Resources experience (benefits, payroll, employee handbook etc) in more than 20 employee company
- Knowledge of basic HR and experience in general administration.
- Graduate of an accredited institution (minimum of City college or community college) and experienced in HR or Corporate administration duties
- Able to commute to the office every day.
- Conversational Japanese
- Strong interpersonal, communication, follow-up, problem solving and creative thinking skills
- Excellent organizational skills, ability to multi-task with attention to detail
- Strong computer skills with proficiency in Word and Excel.
- Ability to work in a team setting as well as independently.
