Job description

WHO WE ARE: Founded in 1966, CRLA's mission is to fight for justice and individual rights alongside the most exploited communities of our society. Through a network of regional offices and cross-cutting programs, CRLA provides legal services to tens of thousands of low-income people annually. Our work impacts farmworkers, indigenous populations, individuals with disabilities, immigrant populations, LGBTQ+ communities, women, children, and low-income families in rural areas.

Reporting to the Director of Human Resources, the Human Resources Manager will support the Director in the overall management and direction of the organization's human resource programs and policies, including maintenance of employee records, training, compensation and benefits, employee performance measurements, employee evaluations, CRLA policies, hiring, separations, safety, and employee/labor relations. The HR Manager also has primary responsibility for ensuring compliance with the organization's collective bargaining agreement (CBA), with all legislative and regulatory mandates, and undertakes special activities in this area as assigned. The position has the support of and supervises an HR Administrator.

DUTIES & RESPONSIBILITIES:

General:

  • Coordinates with the Director of HR to develop, implement, and monitor HR systems and policies related to employee records, recruitment, training, compensation and benefits, performance measurement and evaluation, HR policies, hiring, separations, and labor relations.
  • Maintain current knowledge of all statutory and regulatory aspects of personnel administration and evolving best practices.
  • Receive employee complaints and concerns and address personnel issues with supervisors, the Director of HR, and CRLA's leadership team.
  • Assist supervisors and the Director of HR with staff discipline.
  • Upon separation of an employee, conduct the exit process.

Benefits:

  • Manage annual open enrollment process, preparation of information, presentation, and processing enrollments.
  • Prepare personnel benefit reports as required by LSC and other funding sources the CRLA management team needs.
  • Oversee the audits and the monthly insurance benefits invoices for payment by accounting.
  • Work with the Director of HR to ensure that CRLA's fringe benefits program is financially sound and that the benefits package is cost-effective.
  • Arrange for and monitor broker representation for employee benefits and monitor compliance with collective bargaining agreement requirements.
  • Coordinate workers' compensation and unemployment insurance renewals.
  • Serve as COBRA manager; notifications, enrollments & terminations; serve as a guide for current/former employees.
  • Manage workers’ compensation claims and oversee UI/SDI claims.
  • Manage CRLA’s health and safety program, including plan distribution and field office staff training.
  • Staff resource for benefits questions and problems.

Recruitment:

  • Support the In-House Recruiter to design and implement an ongoing recruitment plan for all vacancies.
  • Co-coordinate attendance at Public Interest/Public Service career law fair events with In-House Recruiter, Legal Program Directors, Directing Attorneys, and other advocates to ensure future recruitment success.
  • Support CRLA's internship program, through the hiring process in cooperation with the In-House Recruiter and the Director of Pro Bono and Strategic Partnerships.

Orientation and Training:

  • Implement an organization-wide staff orientation program.
  • Manage programs and processes for providing benefits exposure for all new staff.
  • Assist supervisors in providing on-site/remote orientations for all new hires.
  • Ensure that the staff receives training as required by statute and regulation (e.g., sexual harassment, diversity/inclusion, drug-free workplace).
  • Manage all HR aspects of annual staff conferences, coordinating/supporting the committee group and leadership team.
  • Oversee the annual evaluation process for staff and ensure that evaluations are performed in a timely manner.

Labor Relations:

  • Implement the organization's collective bargaining agreement.
  • Conduct labor relations training and orientation to the CBA for CRLA managers as needed.
  • In the absence of the Director of Human Resources, participate as the management representative in the grievance process, ensuring compliance with the procedures mandated by the collective bargaining agreement.
  • Participate as a management representative in union-management committees as needed.

Employee Records:

  • Oversee the management of both the hard-copy personnel files and the computerized personnel records system, including benefits, worker's compensation claims, personnel action forms, performance reviews, employment verifications, hires, payroll changes, terminations, and any other employee files.
  • Complete year-end annual audits of personnel files to ensure all files are complete and in compliance.

QUALIFICATIONS:

  • College degree in human resources or equivalent experience.
  • Minimum four years of experience as a Human Resources Manager or similar position.
  • Minimum of two years of experience in a supervisory capacity or Humanistic approach to management.
  • Excellent interpersonal skills, including active listening and collaborative problem-solving.
  • Demonstrated ability to cultivate a positive team environment.
  • Demonstrated record of increasing responsibility in human resources and administrative areas, preferably in a unionized, non-profit environment.
  • Experience as a member of a senior management team.
  • Knowledge of HRIS.
  • Excellent time management and organizational skills, and attention to detail.
  • Excellent written and oral communication skills.

Preferred Qualifications:

  • Experience in a non-profit legal services environment
  • Experience working with rural, marginalized populations.

Compensation & Benefits:

CRLA offers a diverse, family-friendly environment and compensation based on competitive public interest salaries; the expected pay range for this position is $79,000 to $100,000 per annum. CRLA provides pay ranges representing its good faith estimate of what is reasonably expected to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, the program’s budget availability, internal equity, and external market pay for comparable jobs. Generous benefits package includes 100% employer-covered medical, dental, vision, life, and short & long-term disability insurance for employees and up to 50% for dependents coverage; and 401K retirement plan with CRLA contribution effective immediately. Generous paid leave policy includes 15 days of sick leave, 15 holidays each year, and vacation (accrue 15 days for the first year of service and 20 days after one year of service at CRLA).

CRLA requires that all employees be Fully Vaccinated, defined as a CDC-approved COVID vaccination and one booster shot. This offer is contingent on meeting this requirement.
