DEFINITION
IT Systems Administrator I/II
What You'll Do:
  • Serve as primary point of contact for customers seeking technical assistance via phone calls or email.
  • Qualify and document customer-reported issues within the approved Professional Services Automation system.
  • Handle fundamental support tasks for service requests related to supported technologies, encompassing workstations, servers, printers, networks, and specific hardware and software.

Under general supervision, supports the operation of servers, county network and personal computers used by the County; processes the data daily and prepares backup files; receives help-desk calls from users and assists them in resolving problems; performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
IT Systems Administrator I is the entry-level class in this technical support series. Initially under close supervision, incumbents perform the more routine tasks associated with network operations, the backup of County data, and user assistance on an assigned shift. This class is alternately staffed with IT Systems Administrator II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.
EXAMPLES OF DUTIES
  • Monitors systems related to network servers and auxiliary devices for performance and security; recognizes, researches and resolves error messages; confers with technical support staff and vendors when appropriate; performs routine maintenance on peripheral equipment.
  • Processes data using custom-designed, multi-user information systems; runs programs in accordance with established schedules; installs, configures, and updates anti-virus software; documents all jobs completed; checks output to ensure quality; generates reports and prepares for distribution.
  • Answers help-desk calls; troubleshoots and identifies problems in a timely manner; resolves routine problems and researches resources to identify solutions; refers more complex problems to appropriate staff for resolution.
  • Maintains call-tracking of help-desk calls for users via telephone, e-mails and other methods; assists users in identifying and solving hardware and software issues; document issues in call-tracking software; refers more complex problems to appropriate staff for resolution.
  • Assigns, modifies, and deletes user accounts and resolves security access problems; maintains integrity of the security system.
  • Performs data backups, labels and files tapes, maintains records for media library for network servers; maintains records of materials loaned to users.
  • Reviews current technical information pertaining to the operation of computers, servers, peripheral equipment and software used by the County.
  • Installs, tests, implements, and assists users with the implementation of new hardware, software, and applications.
  • Participates in developing documentation for Systems Administration procedures.
  • Monitors routers and switches; analyzes and resolves alarms.
  • Performs a variety of special projects as directed.
  • Performs after-hours and on-call support for County departments.

QUALIFICATIONS
Knowledge Of:
  • Techniques and terminology used in the operation of multiple server operating systems such as those used by the County. Applicable operating environments, commands and structures.
  • Operating, backup and restore procedures.
  • Principles and practices of operation of personal computer and server hardware and software systems.
  • Requirements and procedures for setup and minor maintenance of computers, servers, routers and switches, and peripherals.
  • Techniques for troubleshooting basic computer, server and network issues.
  • Basic business data processing principles.
  • Methods of analyzing user problems, evaluating alternatives and reaching sound conclusions.
Skill In:
  • Assisting users to resolve hardware and software problems.
  • Effectively communicating technical information to users, vendors and other staff with a wide range of levels of skill.
  • Setting up, adjusting, and performing minor maintenance to printers, personal computers, servers and related peripheral equipment.
  • Monitoring and responding to equipment and system status messages, event viewers, and signals.
  • Organizing and prioritizing work and meeting critical deadlines.
  • Working effectively in a multi-processing environment.
  • Maintaining accurate logs and records and preparing clear, concise trouble reports.
  • Exercising sound independent judgment within established guidelines.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
Other Requirements:
  • Must be available to work off-hour shifts and be available on-call as required.
  • Designated positions may require the possession of a valid California driver's license.
  • Must be able to pass a background investigation.

Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:
IT System Administrator I: Some college level coursework in computer science, computer technology or a related field and one years of work experience either performing technical computer support in a multi-level and on-line environment or providing assistance to users at a centralized help-desk.

CalPERS RETIREMENT PROGRAM
Employees fall into one of the following tiers based on the date you first start working for the County or any other employer that uses CalPERS for retirement.
  • Tier I - Prior to 7/5/2012: 2.7% @ 55
  • Tier II - Post 7/6/2012: 2% @ 55
  • Tier III - Post 1/1/2013: 2% @ 62

If this is your first job with a CalPERS employer, you'd be in Tier III.
  • 2% means that for every year you work for the County, you will receive 2% of your maximum annual pay rate for every year that you work for us (or other CalPERS employers) if you work the required minimum number of years (that's called vesting) and retire after the age following the @.
  • If you work 20 years and retire at 62 years of age, you will receive 20 x 2% or 40% of your maximum annual pay rate every year in retirement payments.

PROBATIONARY PERIOD
Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.
EMPLOYMENT ELIGIBILITY
It is the County's intention to hire only those workers who are authorized to work in the United States, pursuant to the Immigration Act of 1990. If you are offered employment, you will be required to verify your eligibility to work in the United States. For law enforcement positions you will be required to verify your U.S. citizenship or legalized status.
DISASTER SERVICE WORKERS
All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
