This position serves our partners at Minnesota Management and Budget (MMB). MNIT MMB supports critical business operations for the State of Minnesota, including enterprise human resources and payroll, state employee insurance, and benefits administration. The team also provides the technical expertise necessary to manage the state budget and provide economic forecasts to policymakers.
Job Summary
The PeopleSoft Business Systems Analyst at MMB works as a liaison between IT and business stakeholders to understand the structure, policies and operations of an organization and to be able to recommend solutions that enable projects to be successful and goals to be met. The Business Systems Analyst primarily focuses on analyzing business activities and presenting the findings for analysis of solutions to purchase, implement, or develop. The Business Systems Analyst works with development team members by collaborating on the development, testing, deployment, and adoption of solutions. The Business Analyst also communicates and consults with system user populations concerning system changes and implementation planning for changes and releases. The Level 3 Business Analyst partners with ITS 4 and ITS 5 Business Analysts to get advanced coaching including learning detailed Peoplesoft functionality, technical skills, BSA best practices and process, and following suggested learning curriculum and training paths.
The incumbent will participate in and practice: Business Analysis Planning and Monitoring; Elicitation; Requirements gathering session to analyze, define and document business processes, Management and Communication; Enterprise Analysis; Requirements Analysis, data management systems and development of specifications for technology initiatives; and Solution Assessment and Validation using industry best practices for, and generally accepted standards outlined in the Business Analysis Body of Knowledge (BABOK) (or equivalent industry standards and best practices) and by MNIT.
This position is currently eligible for full-time telework:
  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependenciesin Saint Paul,Minnesota.
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Qualifications
Minimum Qualifications
Position requires a minimum of three (3) years of experienceperforming IT business analysis functions.
Experience must also demonstrate:
  • Ability to Analyze, define, and document requirements, issue analysis skills for PeopleSoft finance, HCM, ELM applications.
  • Ability to work on projects that involves multiple stakeholders and IT functions
  • Business Analysis experience with Enterprise Resource Planning (ERP) systems such as PeopleSoft Finance, HCM and ELM.
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
  • Customer service skills that include active listening, empathy, and problem-solving.

A master's degree in Information Technology or a related field substitutes for three (3) years of experience, OR a related bachelor's degree substitutes for two (2) years, OR a related associate's degree substitutes for one (1) year.
Preferred Qualifications
  • Business analysis experience sufficient to qualify for IIBA (International Institute of Business Analysis) CCBA (Certification of Competency in Business Analysis) exam or currently CCBA certified. Bachelor's degree in Information Technology or a related field
  • Experience with at least one application development methodology of Waterfall, Hybrid, or Agile (Scrum/Kanban).
  • Basic experience with PeopleSoft Update Manager (PUM)
  • Basic Experience with PeopleSoft HCM, FMS, ELM
  • Experience with Software release management
  • Experience gathering and communicating business needs and functional requirements via one or more of the following: High Level Requirements, Use Cases, Test Cases, Specifications, User Stories, Business Process Models, UML Diagrams, and Wireframes
  • Experience with application or interface accessibility guidelines
  • Experience in providing end user support.
  • Ability to communicate clearly, present complex information to users in a comprehensive style, and translate technical and system information for non-technical stakeholders.
  • Proven ability to collaborate and work effectively as part of a team with lead work and mentoring skills.
  • Ability to organize and prioritize multiple deadlines and work independently, define problems as they arise, and recommend alternative solutions.
  • Demonstrated problem-solving skills in problem definition, information gathering and research, alternatives analysis, applying creative solutions to unique and/or immediate problems, and appropriate resolution implementation.
